MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING ' <br /> Tuesday,June 10,2013 <br /> 7:00 o'clock p.m. <br /> (7. #13-3606 CHERYL CORYEA &RICHARD DEVLIN,3085 CASCO POINT ROAD, <br /> VARIANCES—RESOL UTION NO. 6300, Continued) <br /> McMillan asked if the City has received a landscaping plan or drawings of the architectural features. <br /> Curtis indicated Staff has not received those. <br /> McMillan asked at what point in the process the recommendations of the Planning Commission would be <br /> approved. McMillan stated in the past the City has typically required applicants to provide plans in that <br /> regard prior to Council approval. <br /> Bremer stated the applicant may have been waiting to see whether that would be required. <br /> Richard Devlin stated by the garage they are planning on raising the earth upon the concrete wall to <br /> reduce some of the mass and that there will be some planting of trees at the earth level along with some <br /> other bushes or plants. Devlin indicated the Planning Commission asked if they would be agreeable to <br /> that and it was stated they would do so. <br /> Levang asked whether there would be a berm in that area. <br /> Curtis illustrated the concrete portion of the wall. Curtis noted Staff has not received a grading plan at <br /> this time. <br /> Printup asked whether the drainage has been reviewed by the City Engineer. <br /> Curtis stated the City Engineer would need to review the proposed grading plan. <br /> Levang asked if the City Engineer has any concerns about the runoff. <br /> Struve indicated he would not be able to comment on that at this time without a plan. <br /> Levang stated she would like that review to be done by the City Engineer prior to approving the <br /> application as well as the landscaping and architectural features that the applicants are proposing. <br /> McMillan asked if the Council is okay with the resolution subject to those items being provided. <br /> Levang indicated she is okay with the resolution but that she would like to see the plans prior to adopting <br /> it as well as a review by the City Engineer. <br /> McMillan stated the recommendations of the Planning Commission were good and that she would also <br /> like to see how the applicant intends to implement them. <br /> Devlin stated the recommendation was to raise the level of the earth, which was not their original plan, <br /> but that he is agreeable with that. <br /> Page 8 of 32 <br />
