MINUTES OF THE ORONO CITY COUNCIL Monday, July 23, 2012 7:00 o'clock p.m. PLANNING DEPARTMENT REPORT *3. #10-3491 CITY OF ORONO - HARDCOVER REGULATIONS AMENDMENT - TABLE TO AUGUST 13, 2012 Franchot moved, Rahn seconded, to table Application #10-3491, City of Orono - Hardcover Regulations Amendment, to the August 13, 2012, City Council meeting. VOTE: Ayes 5, Nays 0. *4. #12-3566 JAMES MURPHY AND SANDRA SMITH ON BEHALF OF OLD ORCHARD FARM, LLC, 20 ORONO ORCHARD ROAD NORTH - COMPREHENSIVE PLAN AMENDMENT - MUSA BOUNDARY - RESOLUTION NO. 6157 Franchot moved, Rahn seconded, to adopt RESOLUTION NO. 6157, a Resolution Granting Preliminary Approval of Amendment #1 of the Orono 2008-2030 Community Management Plan for 20 Orono Orchard Road North - MUSA. VOTE: Ayes 5, Nays 0. PUBLIC WORKS DIRECTOR/CITY ENGINEER'S REPORT *5. PAY REQUEST NO. 1- OLD CRYSTAL BAY ROAD OVERLAY PROJECT Franchot moved, Rahn seconded, to approve Pay Request 1 for the contractor Northwest Asphalt, Inc., in the amount of $84,838.92 for the Orono Orchard Road Overlay Project. VOTE: Ayes 5, Nays 0. *6. WELLHEAD PROTECTION PLAN PROPOSAL Franchot moved, Rahn seconded, to approve Bolton & Menk's proposal to complete Phase II of the Wellhead Protection Plan. VOTE: Ayes 5, Nays 0. 7. NAVARRE STREET LIGHT UPDATE Struve stated on May 5"' of this year Spring Park had a light pole fall down due to a deteriorated condition. It was their second light pole that collapsed this year. Spring Park currently has 38 poles in their city. Struve indicated Navarre also has 38 light poles and two additional poles on top of someone else's poles. The light poles were installed around 1988 and are currently experiencing some corrosion around the bases. Barr Engineering feels it is warranted to remove and replace the light poles located in Spring Park. Struve indicated he asked Barr Engineering to look at two of Orono's poles on the city boundary. Barr's conclusion was that Orono's poles should also be replaced. Spring Park has also experienced some issues with the wiring but to date the City of Orono has not. Struve indicated it is likely Orono will start experiencing some wiring issues in the near future as well. Struve stated he has been in conversations with Hennepin County regarding a possible grant available this fall and that he would like the City Council to provide some direction to Staff on how they would like to proceed. Struve indicated Orono could submit a joint grant application with Spring Park to replace the light poles and the wiring. Page 2 of 5
