To address this concern, the City Council on November 13 adopted <br /> Ordinance 96, 3rd Series, An Interim Ordinance Temporarily Prohibiting Certain Accessory <br /> Structures and Uses. Ordinance 96 is functionally a moratorium on establishment of any <br /> accessory structures or uses that are not specifically listed as allowed within the `Accessory <br /> Uses' provisions of each of Orono's residential zoning districts. The moratorium is in effect until <br /> August 13, 2013. The Interim Ordinance calls for the City to conduct a study of the Code and <br /> make changes to the Code as may be necessary to address the issues of concern. <br /> This initial study discussion will focus on a review of the performance standards currently in <br /> place for accessory uses and structures, both those that are listed within each zoning district <br /> accessory use section as well as those that are not listed but which are allowed by virtue of being <br /> customarily incidental to the principal residential use. <br /> Basic Elements <br /> Accessory uses or structures are defined in the Zoning Code as follows: <br /> Accessory use or sfructure means a use or structure subordinate to and senring the <br /> principal use or structure on the same lot and customarily incidental to the principal use or <br /> structure. <br />
