Preliminary Plat Application 13-3591 <br /> Bayside Meadows <br /> Page 3 <br /> 2.0 SITE PLAN: <br /> 2.1 Per the City of Orono's Resolution No. 3492 approving the plat of Bayview Farms 2°d Addition <br /> and the agreement between Owners,the driveway location for 4665 Bayside Road must be revised <br /> onto the private road and the access to Bayside Road must be eliminated. <br /> 2.2 Protection fencing should be installed around potential septic areas to ensure they aze not impacted <br /> by construction. The protection fencing locations should be inspected and approved by the City <br /> Engineer prior to any land disturbing activities. � <br /> 3.0 PRELIMINARY PLAT: <br /> 3.1 Outlot A of Bayview Fazms 2°d Addition should be combined with Lot 1 Block 1. <br /> 3.2 Lot 1 Block 1 of Bayview Farms 2°d Addition was combined with the small lot shown on the <br /> southwest corner containing the existing shed and the easements were vacated accordingly. The <br /> plat should be revised to correcdy depict the lot lines and easements. <br /> 3.3 Two variances will be required for the proposed plat: <br /> a. The length of the cul-de-sac(1068')exceeds the maximum allowed(1000'). <br /> b. The radius of the proposed road centerline is less than the required minimum 275' in two <br /> locations: The radius is proposed to be 100' at approximate station 4+00 and 250' at <br /> approximate station 9+00. <br /> 3.4 The Conservation Master Design Report memorandum indicates conservation easements should be <br /> placed over the tree stands located in the southeast corner of the site and along the west property <br /> line. It also indicates that a conservation easement should be placed over the sloping grassland <br /> located north of the existing wetland. These easements are shown on the Site Conservation Plan <br /> and should be recorded with the Final Plat process. <br /> 3.5 Out1oC A requires a road and utilities easement over the entire area. The easement should be <br /> generated using the standard city form and recorded as part of the Final Plat process. <br /> 4.0 GRADING AND EROSION CONTROL PLAN: <br /> 4.1 Riprap should be placed on the downstream end of all culverts for energy dissipation. <br /> 4.2 A Stormwater Pollution Prevention Plan(SWPPP)will need to be submitted as part of the Final <br /> Plans. The SWPPP should include a project narrative,erosion control notes,erosion control <br /> installation schedule, erosion control maintenance schedule,pollution prevention notes,location <br /> and details of proposed erosion control devices. <br /> 4.3 Grading for road construcdon is proposed onto Lot 1 Block 1 and Lot 1 Block 2 of Bayview Farms <br /> 2°a Addition. Construction easements should be obtained from each lot owner for this work and <br /> submitted to the City for review. <br /> 4.4 A legend defining or notes labeling proposed erosion control devices should be added to confirm <br /> adequate erosion control will be provided. <br /> 5.0 PRELIMINARY STREET PLAN: <br /> 5.1 The proposed street section design meets the recommendations outlined in the Geotechnical <br /> Report and City standards. <br /> 5.2 A minimum paved width of 24' is required for private roads per City code. The plans currently <br /> propose a width of 20'. Therefore,the plans must be revised to meet City requirements. <br />
