Preliminary Plat Application 13-3591 <br /> Bayside Meadows <br /> Page 2 <br /> 1.2 The benchmazk should be labeled on all plans. <br /> 1.3 Drainage calculations for the proposed stormwater pond currently meet City requirements. <br /> Proposed runoff rates will be restricted to less than existing runoff rates. However,plan revisions <br /> may affect peak discharge rates. Therefore,a Final Stormwater Management Plan should be <br /> submitted with the Final Construction Plans. Also, an outlet control structure detail should be <br /> included with the Final Plans. <br /> 1.4 Drainage calculations must be submitted as part of the Final Plans to confnm sizing of all culverts. <br /> 1.5 As part of the Final Plans,Drainage and Utility easements must be placed over the wetland, <br /> wetland buffer, stormwater pond,and all ditching and culverts directing runoff to the pond or <br /> wetland. The easements should be shown on the Final Plat and Final Street,Utility, and Grading <br /> Plans. <br /> 1.6 The estimated cost of proposed street and utility improvements must be submitted as part of the <br /> Final Plat process for determination of the total Letter of Credit amount. A Letter of Credit written <br /> to 150% of cost of improvements must be submitted prior to any land disturbing activities. <br /> 1.7 New development triggers the wetland protection ordinance requirements.Therefore,the <br /> following should be considered: <br /> a. This wedand is listed as a"management 2"wetland in the MCWD's Functional Assessment <br /> of Wetlands inventory,which requires a 25 foot buffer and 20 foot structure setback. The <br /> proposed buffer exceeds and the setback meets City requirements. <br /> b. The Wetland Delineation Report lists Canada Thistle,which is considered to be an invasive <br /> species,and should be listed for control in the Vegetation Management Plan. <br /> c. Wetland Buffer markers should be placed at the upland boundary of the buffer edge located <br /> at lot lines and changes of buffer edge direction and spaced a maximum 200 feet apart. <br /> d. Estimated landscaping costs for vegetation management and buffer establishment will need <br /> to be submitted for determination of total Letter of Credit amount as part of the Final Plat <br /> process. . <br /> 1.8 Septic reports indicating suitable primary and alternate sites for on-site sewage treatment systems <br /> must be submitted for review and approval. <br /> 1.9 The Conservation Master Design Report should be revised to begin removal of invasive species at <br /> time of rough grading,instead of relying on the landowners who purchase the lots. The Home <br /> Owner Association documents should also include requirements and procedures for invasive <br /> species removal. <br /> 1.10 Proposed well locations should be shown on the Final Plans. Wells must be setback 3 feet <br /> minimum from structures and 50 feet minimum from septic systems. <br /> l.l l Payment of pazk dedication fees must be submitted to the City prior to Final Plat approval. <br /> 1.12 The Home Owners Agreement(HOA)documents should be submitted for review. The following <br /> items should be included: <br /> a. Road Maintenance Plan <br /> b. Pond Maintenance Plan <br /> c. Monument Maintenance Plan <br /> d. Invasive Species Control <br /> 1.13 The applicant will be required to obtain Hennepin County approval and permitting for connection <br /> to County Road 84 and installadon of the culvert in County Right-Of-Way. A copy of any <br /> approvals or permits required should be submitted prior to Fina1 Plat Approval. <br /> 1.14 The applicant will be required to obtain Minnehaha Creek Watershed District(MCWD)approval <br /> and permitting for erosion control. A copy of any approvals or pernuts required should be <br /> submitted prior to Final Plat approval. Since the development is proposing less than 20% <br /> impervious surface,no stormwater management permitting from MCWD should be required. <br />
