In all districts, all waste material, debris, refuse, garbage, materials not currently <br /> in use for construction or otherwise regulated in this section shall be kept in an <br /> enclosed building or properly contained in a closed container for such purposes. The <br /> owner of vacant land shall be responsible for keeping such vacant land free of waste <br /> material and noxious weeds. <br /> (Code 1984, §10.60(14)) <br /> "Closed container" as used above would suggest a dumpster. Neither the`I' District standards <br /> nor the above code section strictly requires that dumpsters be screened. The applicant has not <br /> identified locations for exterior placement of dumpsters and should clarify the proposed trash <br /> location. If the applicant proposes an exterior location for dumpsters or recycling containers the <br /> planning commission should assure the location will be out of view of the public by vegetative <br /> screening or other means. <br /> Summarv of Issues for Consideration <br /> • Parking Space Deferment CUP&Variance: Discuss any issues. <br /> • Parking lot setback variance: Discuss any issues. <br /> • Access: Should cross easements be required? <br /> • Landscaping:What is the appropriate number of trees? Should shrubs,etc be <br /> incorporated for visual diversity? <br /> • Dumpster: Identify the proposed dumpster location—interior/exterior? <br /> • Is any mechanical equipment proposed on the roof? If so, how will it be screened? <br /> • Are there any other issues or concerns with this application? <br /> Staff Recommendation <br /> Planning Commission should review and comment on the issues noted above. Planning <br /> Department Staff recommends approval of approval of the site plan, conditional use permit for <br /> parking deferment and setback variance for the parking area subject to compliance with all <br /> pertinent Code requirements and subject to satisfactorily addressing the issues raised by the <br /> City Engineer prior to Council review. <br />
