The Applicant has demonstrated that enforcin� the averaae lalceshore setback <br /> provision of the Zoninj Ordinance deprives the Applicant of the reasonable <br /> use of.their property. <br /> 4. The City Council has considered this application including the findin�s and <br /> recommendation oi the Planninb Commission, reports by City stafi, comments by <br /> the applicant and the public, and the effect of the proposed variance on the health, <br /> safety and welfare of the community. <br /> 5.
