-a <br />MINUTES OF THE REGULAR ORONO CITY COUNCIL, <br />MEETING HELD ON JUNE 10, 1996 <br />( 919 - Use of Public Right -of -Way - Continued) • <br />Hurr said a more restrictive ordinance than is represented by the sample was recently <br />adopted by Minnetonka Beach. She suggested the Council review that ordinance also. <br />Hurr said the use of water towers for antennas, definitions of public grounds, turnaround <br />periods, and CUPS should be reviewed. Hurr said she does not see the sample ordinance <br />as being favorable to the cities. <br />Kelley inquired if the cables would be buried underground. Hurr said both situations <br />have been discussed. Kelley said he would want to see all cable buried and saw satellites <br />being used in the future. <br />Callahan asked to look at what other cities are doing. <br />Hurr noted that revenues can be considerable for leasing of space on the towers. Moorse <br />said alot of antenna sites will be used by PCS. <br />Cook noted the impact of fiber optics from a public works standpoint. <br />( #20) HOUSING ACTION PLAN <br />Moorse informed the Council that he reviewed the current Comprehensive Plan and <br />found it to contain language pertaining to housing which is close to what the Met Council • <br />has suggested. The Council had no additional comments or changes. This plan will be <br />presented at the June 24 meeting. <br />( #20A) GRANT PROGRAMS AVAILABLE FOR POLICE STAFFING <br />Moorse asked the Council to consider an additional agenda item regarding a grant <br />program available for police staffing. Moorse said there is no decision to add staff but <br />would like to have the opportunity to discuss this option for the 1997 budget. Moorse <br />would like to put an application in for a 3 -year grant of $25,000 per year at the Federal <br />level to hire a new officer with the focus being on community oriented policing. The <br />other grant is a School Liaison Officer program, which would enable the city to increase <br />the number of hours by assisting in funding an additional officer to replace the officer <br />taken off the street to perform the school liaison duties. This program is a one -year <br />program providing matching funds. The deadline for making application for the Federal <br />grant is June 14. <br />Goetten said she has reservations in accepting money for a grant program that only runs <br />1 -3 years. She noted that even though a person hired understands it is only for a finite <br />amount of time, when the time ends, it becomes a hardship for that person. Moorse said <br />the experience would put them ahead of others in pursuing available positions. <br />• <br />14 <br />
