MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON JUNE 10, 1996 <br />( #10 - Planning Application Review Process - Continued) • <br />Mabusth asked Council if they would like to review the building and zoning customer <br />surveys and responses gathered. She noted that these responses have been positive and <br />has received no complaints on the process. <br />Hurr said it is important that a thorough review of applications be done instead of <br />stressing a shorter time period for reviews. <br />Callahan tabled the review of the planning process to an upcoming work session. He <br />asked that copies of the report be sent to the Planning and Park Commissioners. <br />( #11) OPPORTUNITY TO PURCHASE HENNEPIN COUNTY (LIBRARY) <br />PROPERTY <br />Callahan reported that the City has the opportunity to purchase the Hennepin County <br />Library land, which was discussed in the past as a favorable purchase. He asked if the <br />purchase price of $250,000 was reasonable. Moorse said the price appears to be <br />reasonable and is requesting copies of the appraisal to review the comparisons. Moorse <br />said he has not conducted an in -depth study of the purchase price. Callahan asked <br />Moorse to satisfy himself on the value of the property. It is the intent of the City to sell <br />City -owned property near McCulley Road as a partial source of funding with the <br />remainder funded from General Fund Reserves. • <br />Goetten and Hurr voiced their support of the purchase of the property. <br />Kelley asked if the City can buy land. Callahan said this can be done if the City shows a <br />public purpose. <br />Kelley noted the current zoning of the property as 2 -acre residential or the possibility of <br />B -6. He questioned whether the Council members felt there was not enough protection <br />with that zoning. Callahan said it was not necessarily the intent of the City t o sell the <br />land to others for development. He noted there were alot of possibilities for the land, <br />noting the bike trail location in the area. Kelley asked that the City not store anything on <br />the property if it is purchased. <br />Hurr moved, Goetten seconded to approve moving forward with the acquisition of the 2- <br />acre County parcel on the northeast corner of Old Crystal Bay Road and Highway 12 for <br />the purpose of furthering the expansion of City facilities. <br />Callahan inquired if the financing methods seemed reasonable. Hurr asked that the <br />purchase not be contingent on the sale of the McCulley Road property. <br />• <br />10 <br />
