MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON JANUARY 22,1996 <br />(Mayor /Council Report - Continued) • <br />Jabbour asked if the City asked to gain access when the subdivision was done. Mabusth <br />said it is her understanding the City asked for an easement for access and utility purposes, <br />not for the general public. Jabbour asked about the original request. Mabusth said the <br />access easement was not to include parking. There is no other easement beyond the <br />standard easement over the private road. <br />Callahan noted the Park Commission's request for the Council to address the access <br />issue. Ilse said the Park Commission sees the problem as being in the Council's court as <br />to how access can be gained. <br />Goetten inquired of the size of the parcel. Ilse said Lowry Woods was 14 acres. <br />Callahan said more information would need to be gained. He noted the cost for a <br />pedestrian easement should be low. Both Callahan and Jabbour said they do not favor a <br />parking easement. <br />Ilse asked if parking could be done on CoRd 84. Mabusth said she was not aware of any <br />restrictions. <br />Jabbour noted the need to look at the conditions of the gift to see what can be done. <br />Hurr said alot of these gifts are restricted to open space only. • <br />Goetten informed the Council of new regulations being set by the Department of Health <br />and Human Services regarding the sale of tobacco to minors. She brought up the subject <br />to avail the Council of information for future assessment. <br />Jabbour informed the Council of the request by Steve Fames for a resolution from Orono <br />in support of creating a quiet water zone in front of his propertv. Jabbour said he did not <br />believe in doing this as it puts pressure on other areas. He noted that high water is <br />becoming the rule and not the exception. He said this is his view as well as that of others. <br />Jabbour said Fames called Hurr after not being satisfied with what Jabbour had to say on <br />the subject. <br />Hun remarked that she has the packet of information but is not sympathetic with Fames' <br />request. Hurr commented that Fames is asking for support because he does not want to <br />rip -rap his shoreline. <br />Hurr inquired if Fames had requested support from the City. Mabusth said he has not <br />contacted the City. <br />ENGINEER REPORT <br />There was no Engineer's report. • <br />4 <br />
