MINUTES OF THE REGULAR ORONO CITY COUNCIL. <br />MEETING HELD ON JANUARY 22, 1996 <br />• (Mayor /Council Report - Continued) <br />Callahan reiterated that the Planning Commission should review the ice arena use now <br />and review the other uses at a later time. Mabusth agreed on the need to expedite the <br />matter. Callahan also noted that the arena would probably not be built without sewering <br />of the property. <br />Another issue for discussion according to Callahan was access for Lowry Woods. This <br />property was given to the City under conservancy and has been in planning by the Park <br />Commission. <br />Callahan inquired if there was any public access to the property. Mabusth said access <br />was granted for City vehicles only through the subdivision. It had been completely <br />landlocked prior to gaining that approval. The Park Commission had been under the <br />impression that public parking would be allowed but has found that there are no options <br />available for this to occur. , <br />Moorse questioned whether the property was landlocked to pedestrian use also. The <br />deed under which the property was given was said to need review to determine this. <br />Mabusth said Lowry Woods has been considered an open space park area and had told <br />Susan Wilson to ask Council for further direction if a more intense or change in use is <br />• proposed. Callahan asked Mabusth to tind out if the City had any rights for public <br />access. Hurr questioned whether access was desirable. <br />U <br />Sherokee Ilse said the Park Commission had been under the impression that the property <br />would be usable by the public. She said Wilson had looked into several options including <br />the purchase of a triangle of land to gain access to the property. The owner of the land in <br />question was not interested. The Park Commission would like to use the land as a <br />natural area to walk and hike in. It was questioned whether a utility easement could be <br />used to gain access. The other option the Park Commission was looking into was the <br />possibility of using the private road for access. Ilse said if the land was landlocked, then <br />it would be for use by the neighbors only. She noted that this was a possible reason why <br />the land was donated, which was never discussed by the Commission. <br />Hurr noted the receipt of the land as a gift was a good idea but questioned the use of the <br />land. Ilse said it was to walk on and enjoy. Hurr commented that the residents have the <br />Luce Line to do that. <br />Callahan asked Ilse to have the Park Commission advise the Council on what they wish <br />to do about the donated land. <br />3 <br />
