MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON DECEMBER 8,1997 <br />• ( #17 - Burning Permit Regulations - Continued) <br />Kelley asked that the ordinance be submitted to Council in its final form and instructed <br />Staff to present it at the next Council meeting. <br />Gappa asked for Council's recommendation on time frame of the burning permit. <br />Jabbour suggested 60 days with an annual permit for recreational fires. He asked that a <br />penalty clause be included that does not relate to a fine but to a time limit of 6 months. <br />Goetten asked that Kelley's concern be added that only property owner's materials can be <br />burned and no additional materials be brought onto the property. <br />Peterson asked what the fine was for illegal burning. Barrett said it would be a <br />misdemeanor requiring a fine of $900. <br />( #12) NAVARRE HOUSING STUDY <br />Jabbour asked the reason behind the study. Bressler said the main purpose of the study <br />was to evaluate the housing conditions in the Navarre area, check to see if there was a <br />need for grant funding for rehabilitation, and to gather information for use in the <br />Comprehensive Plan update. <br />• A picture board displayed the housing found in Navarre. The study itself was broken <br />into three parts: 1) mail out survey regarding conditions, ability to make repairs, and if <br />there was interest in receiving grant funding; 2) field review of the properties; and 3) <br />determination of percentages of affordable housing in Navarre and the percentage <br />affordable housing constitutes in Orono. <br />There were four sub areas within the City. The residents were asked whether they rented <br />or owned; majority were homeowners. It was found that half of the residents fell within <br />the affordable housing guidelines for income. The majority of the homeowners said they <br />were able to afford repairs. There was a strong interest shown towards application for <br />grant funding. While nearly 50% of the homes were in good condition, 30% were not. <br />The field findings noted housing type, the majority of which are single family homes. <br />The majority of the homes were found to be in good to excellent condition, but concern <br />is shown for the remaining that are not in good repair. As far as garages go, the most <br />concern was for detached garages which tend to be less maintained. It was found that <br />20% of the yards were in poor appearance. Bressler said the assessed value of housing <br />for 1997 in Navarre is considered affordable. This correlates with the market values for <br />1996 -97. <br />is <br />23 <br />
