MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON DECEMBER 8, 1997 <br />( #17 - Burning Permit Regulations - Continued) • <br />Jabbour noted there were several ways these issues could be addressed. Gappa noted <br />that it is the City's intention to provide a site for disposal as well. <br />Kelley asked for several additions. He would like to see an adult (property owner <br />supervision) be required to be in attendance for any small and large brush fires and fires <br />be extinguished before leaving the site. Kelley said no commercial or imported material <br />burning should be allowed for small and large brush fires; materials burned should come <br />from subject property. He also feels there should be a time limit, noting no burning <br />should occur during the night time hours. He supported the length of the permits as <br />noted in the information. <br />Jabbour suggested the burning permits be for a 90 day period. Gappa said the time <br />limitation is to maintain control. Goetten asked what occurs if a fire cannot happen due <br />to conditions such as high wind. Gappa said the permits allow for an extension. Jabbour <br />said a fine and inability to obtain another permit penalty needs to be attached for <br />violations. <br />Peterson suggested the burning permits be for a 45 day period. <br />Engleman asked if water has to be provided if the burning occurs during the winter. <br />Goetten said that should be left to the discretion of the fire department. Engleman felt <br />fires should be attended. <br />Bob Gehrman agreed with Gappa regarding the concept of chipping wood where feasible <br />but believes there is a place for limited large brush fires. He would like to see the issue <br />addressed about availability of water. He thought if there was substantial snowcover, no <br />water would be necessary. Jabbour asked Gappa to review the issue of snowcover in <br />regard to brush fires. Gappa suggested a water hose be available if necessary at the <br />building site. Kelley said a fire extinguisher could be available too. <br />Gappa referenced the list of conditions. He asked if burning regulations should be an <br />ordinance or policy. Gappa noted that an ordinance revision should not require a public <br />hearing. <br />Flint supported a new ordinance with inclusion of comments made by Kelley regarding <br />safety. Flint noted that fires during the winter months may have to be done at night due <br />to the limited daylight hours. <br />Goetten supported the regulations. She noted the need to eliminate the first bullet noted <br />on the top of the second page of the permit (not to burn brush or other prohibited <br />materials), which would no longer apply. <br />0 <br />22 <br />
