MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON OCTOBER 27,1997 <br />( #17 - West Hennepin Recycling Commission Endowment Proposal - Continued) • <br />Moorse indicated the response to the suggestion on the reserve use has not been totally <br />positive and asked for Council feedback. <br />Jabbour questioned whether the reserve came from fees charged to residents. <br />Moorse said the City of Maple Plain's Attorney supported the use of the fund as noted. <br />Barrett questioned the ability of the City to establish an endowment and the educational <br />purpose. Moorse clarified that the reserves came from grant money provided to assist <br />the recycling program. The grant money pays for the Commission's coordinator and <br />information provided to residents. The fees collected are not involved in this. <br />Goetten suggested an endowment be sought from friends and family and questioned <br />whether government should be involved. <br />Jabbour said he also felt there was a legal question. Barrett agreed. He questioned <br />whether the City can provide an endowment and use funds received in this manner. <br />Kelley suggested the amount of reserves credited to Orono be reduced from the fees <br />charged. <br />• <br />Jabbour said the money can be used to make the next contribution to the Commission. <br />Jabbour asked Moorse to send a letter regarding the question of policy and legality of the <br />City's ability to participate in this proposal. <br />( * #18) BRACKETTS POINT SANITARY SEWER PROJECT ASSESSMENT <br />ROLL - RESOLUTION NO. 3993 <br />Goetten moved, Kelley seconded, to approve Resolution No. 3993 adopting the <br />assessment roll for the Bracketts Point Sewer Project. Vote: Ayes 4, Nays 0. <br />( 419) BAY RIDGE SANITARY SEWER PROJECT ASSESSMENT ROLL - <br />RESOLUTIONS NO. 3994 <br />Goetten moved, Kelley seconded, to adopt Resolution No. 3994 adopting the assessment <br />roll for the Bay Ridge Sewer Project.
