MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON OCTOBER 13,1997 <br />( #29 - Proposal For Audio Equipment For Council Chambers - Continued) <br />• funded, including a budget amendment, from the Building Fund. Vote: Ayes 3, Nays 2, <br />Kelley, Goetten. <br />( #30) WETLAND ELEMENT OF STORMWATER PLAN <br />Moorse reported that it was originally planned that Staff would aid in the classification <br />and inventory of wetlands for the stormwater management plan. This has not occurred <br />due to the heavy work load of the planning department. This has resulted in holding up <br />the collection of this information, and the information is important in order to move <br />forward with the plan. <br />Moorse suggested that Bonestroo complete the inventory at an estimated cost of about <br />$15,000. The work must be completed within the next month in order to view the bare <br />ground and vegetation. <br />Goetten asked if this is approved and it is determined that the work cannot be done this <br />fall that the issue of taking inventory can be revisited in the spring. Moorse said yes. He <br />noted that the priority wetlands need to be identified in order to proceed. <br />Flint supported the proposal. <br />• Jabbour also supported it and asked that a meeting be scheduled with the Watershed <br />District. <br />Jabbour asked if Staff reviews whether the costs provided by Bonestroo are competitive. <br />Moorse said this is done informally by comparing costs with other cities, but not <br />formally through an RFP process. <br />Jabbour noted that the use of local people who know the policies and the City enable the <br />City to be proactive. He informed Cook that he was satisfied with the performance of <br />Bonestroo but is required to do due diligence. <br />Cook responded that they compare their rates with other firms, and acknowledged the <br />need to remain competitive. <br />Jabbour moved, Kelley seconded, to authorize Bonestroo and Associates to conduct a <br />wetland inventory and classification process to be completed this fall; and to direct staff <br />to work with Bonestroo to keep the costs as low as possible but in no case to exceed <br />$20,000. The motion authorizes the wetland inventory and classification costs to be <br />funded from the Permanent Improvement Revolving Fund Stormwater Account. Vote: <br />Ayes 5, Nays 0. <br />0 <br />31 <br />
