MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON OCTOBER 13, 1997 <br />(Mayor /Council Report - Continued) <br />Jabbour indicated that the ice arena had planned on having open skating periods. <br />Flint said the history of the outdoor rinks in the City has been less than successful due to <br />poor ice conditions from lack of good water pressure, equipment, and sufficient <br />personnel. <br />The only outdoor rink will be at Casco in a densely populated area. This rink has <br />received alot of use. <br />Goetten suggested reviewing the use of the ice time provided by the arena. <br />An outdoor rink at Crystal Bay Park was suggested but is not an option for this year. <br />Kelley suggested rinks be established on the lake. Van Erickson said this had been <br />discussed. Parking would be a problem for a rink near Bederwood on Stubbs Bay and <br />there are concerns about open water at the DNR Maxell Bay access. <br />Peterson said she did not support providing free ice time at the arena. <br />Flint was of the opinion that a user fee should be charged. <br />Erickson said the Park Commission recommended providing this ice time as a public <br />service. <br />Jabbour said he does not view it as showing support for an organization but support of a <br />sport. He feels the City must be consistent with other sports if the ice time is provided. <br />Kelley reported that more ice time was being made available this year. <br />Kelley questioned the fence along the Old Crystal Bay Road trail. Gappa informed him <br />the fence was built as part of an agreement with a private property owner. It was noted <br />that the fence will have to be maintained by the City. <br />Kelley asked about a fence on the south side of Willow by Dickey Woods. Gaffron said <br />the fence is located in the rear yard of a thru lot where a 50' setback is required. A fence <br />over 3.5' requires a CUP. Jabbour asked Staff to review the matter. <br />Jabbour said the City Staff was recognized for their work in aiding the development of <br />the plans for the ice arena at the grand opening. <br />0 <br />24 <br />
