Vote: Ayes 5, nays 0. <br />( 46) #2339 JIM RENDER, 1365 TONKAWA ROAD - FINAL PLAT APPROVAL - <br />RESOLUTION NO. 4091 <br />Mr. Render and Mark Gronberg, surveyor, were present. <br />Gaffron reported that the applicant had fulfilled all the conditions of the preliminary plat approval <br />and was now seeking final plat approval. A private road will be constructed that is ending 5' short <br />of the west lot line which forces the City to work with the property owner in the future to continue <br />the road to Birch Lane. The grading plan includes a stormwater pond. The Watershed District <br />• originally accepted the plan and later found, under Rule B and because the lot is less than 2 acres, <br />that a permit probably would not have been required. <br />Gaffron explained that a meeting had been held recently with the Watershed District, Mark <br />Gronberg, the City's consulting engineer and staff to discuss general stormwater practices. On some <br />smaller sites, a pond may not be the best solution. Other methods of cleansing stormwater and rate <br />control may be just as effective. NURP ponds require a large area because they require a 10:1 bench <br />for safety purposes. The Walker model NURP pond was developed for 20 -40 acre sites. A policy <br />should be developed for the City to handle situations where ponds might be required. <br />Gaffron reported that the existing house is to be removed so a special lot combination will not be <br />required. The three lots each have an established value in excess of $61,250 so the $4,900 maximum <br />park dedication fee per lot will be required. <br />The applicant has requested that he be allowed to do the foundation work for the house on Lot 3 as <br />part of the road grading work because of the pond location. Since there is good access for <br />emergency vehicles from the County road, Gaffron did not think it would be a problem to issue a <br />foundation permit for this lot. <br />• 11 <br />
