MINUTES OF THE REGULAR ORONO CITY COUNCIL <br />MEETING HELD ON JANUARY 26, 1998 <br />• ( #16 - Ferndale Road North Project - Continued) <br />Gappa said Staff is asking for a basic concept approval at this time for width and whether <br />a rural or urban section should be considered. More detailed plans will require further <br />approval. Direction is required on the concept before final plans are drawn. Jabbour <br />added that the concept cannot be submitted to the City of Plymouth if the Council does <br />not agree on the basics. He said the Council cannot continue to make changes on what is <br />going to occur. Gappa said the recommendation for the road will be forwarded to <br />Plymouth. <br />Martin Gardiner informed the Council that the road layout is also due to the location of <br />the power lines on the east side. He said he has walked the roadway and concluded that <br />any improvement will affect the neighborhood with the exception of repaving only. He <br />feels the 28' concept is a win -win situation for all. <br />Jabbour noted that the storm sewer design received is a rural design. Jabbour said he had <br />thought repaving would be appropriate and last 6 -10 years. However, with the proposed <br />split in cost and life expectancy of total reconstruction being 20 years with an overlay <br />allowing for up to 40 years, it would be irresponsible to only repave the road. Repaving <br />is half the cost of total reconstruction and the underlying problem would not be repaired. <br />Jabbour said he also feels the bike path is not an issue as it has been determined that the <br />trail will be built on the Plymouth side. <br />• Kelley asked what the position would be if the City of Plymouth does not agree to split <br />the cost. Flint said the matter would be reassessed at that time. <br />• <br />Terry Knight said the City of Plymouth would like to see the project move forward. He <br />feels the plan is taking alot of time for what is considered a small project in Plymouth. <br />Kelley asked what type of curbing would be used. Gappa said he would like to see a <br />vertical curb in order to keep people off the boulevard area. Flint noted the problems <br />arise from motorcyclists as well. Tom Lane noted that the kids ride up the curbs with <br />their bikes, skate boards, and roller blades. <br />Voter Ayes 3, Nays 2, Goetten, Kelley. <br />The recommendation is for a 28' wide MSA road, with an urban curb, and cost being split <br />50/50 between the Cities of Orono and Plymouth. <br />27 <br />
