MINUTES OF THE ORONO COUNCIL MEETING OF NOVEMBER 13, 1989 <br />DARE PROGRAM CONTINUED is <br />Bernhardson replied that the DARE Program could be initiated <br />without Federal Grant monies. <br />Ms. Rosemary Schauer, said that her daughter was in 7th <br />grade and was participating in the DARE program through the Mound <br />Schools. She said in her opinion the program was excellent and <br />urged Orono to initiate it as soon as possible. <br />Councilmember Goetten said that the Council and the City had <br />been attempting to initiate the program but had met with <br />resistance from the School. She said that she was very <br />disappointed. <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Peterson, to accept the information regarding the <br />status of the DARE program inquiry. Motion, Ayes =4, Nays =O, <br />Motion passed. <br />COUNTY ROAD 116 - ENVIRONMENTAL IMPACT* <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Peterson, to acknowledge receipt of the <br />environmental assessment worksheet for County Road 116. Motion, <br />Ayes =4, Nays =O, Motion passed. <br />DEBORAH DRIVE - HOLD HARMLESS AGREEMENT • <br />Councilmember Peterson indicated that she had not pulled <br />this matter off of the consent agenda because she was opposed to <br />the hold harmless agreement, she was not. Peterson said that she <br />was not at the meeting when the speed bumps for Deborah Drive <br />were approved, and she would not have voted in favor of them. <br />It was moved by Councilmember Nettles, seconded by <br />Councilmember Goetten, to approve the Hold Harmless Agreement and <br />to direct staff to obtain the necessary signatures from the <br />homeowners of Deborah Drive. Acting Mayor. Callahan indicated <br />that he too would not have voted in favor of the speed bumps, but <br />felt that now they were in place, the Hold Harmless Agreement was <br />necessary. Motion, Ayes =3, Peterson, Nays, Motion passed. <br />NAVARRE REDEVELOPMENT MEETING* <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Peterson, to accept the information regarding the <br />Navarre Redevelopment Meeting for November 18, 1989, 9:00 a.m. at <br />the Gray Freshwater Biological Institute. Motion, Ayes =4, <br />Nays =O, Motion passed. <br />ADMINISTRATOR'S INFORMATION* <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Peterson, to accept the City Administrator's <br />Information regarding: Highway 12 Feasibility Study; Highway 12 <br />1992 Safety Improvement; 1972 Shadywood; 3536 Lyric Avenue; Fall • <br />Clean Up Status; Summary of Receipts and Disbursements - <br />September; Electronic Funds Transfers; Goal Setting Status. <br />Motion, Ayes =4, Nays =O, Motion passed. <br />11 <br />
