MINUTES OF THE REGULAR ORONO COUNCIL MEETING JULY 10, 1989 <br />ASSESSING SERVICES REVIEW CONTINUED • <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, to use option 4 as setforth by Mr. Erickson, and direct <br />staff to explore the replacement options of contracting versus <br />in -house assessing services. Motion, Ayes =5, Nays =O, Motion <br />passed. <br />GOLF COURSE STRATEGIC DIRECTION <br />City Administrator Bernhardson said that the City has lost <br />money in its operation of the golf course over the past 5 years. <br />Bernhardson said there were several options to consider for <br />future operation of the golf course. <br />Mayor Grabek said that he would like to get an opinion from <br />an educated source that the golf course could be a profitable <br />organization. <br />MISCELLANEOUS <br />At this point in the meeting City Administrator Bernhardson <br />recognized County Commissioner, Tad Jude. Commissioner Jude made <br />a presentation to the City for their participation in the West <br />Hennepin Recycling Coalition which achieved the 10% goal that <br />the County had established. <br />POLICE DEPARTMENT - STRATEGY PLAN • <br />The Council accepted the information presented by Chief <br />Rilbo. <br />This being an informational item, there was no motion. <br />POLICE CANINE UNIT <br />REQUEST FOR AUTHORIZATION <br />It was the general concensus of the Mayor and Council that <br />a canine unit for the police department was not a top priority. <br />Councilmember Peterson indicated that participation in the canine <br />program should be studied over the next 6 months. <br />Councilmember Peterson also asked to have the City Attorney <br />provide information regarding liability on the City's behalf <br />should there be any problems with the dog. <br />Councilmember Goetten suggested that should the City <br />implement a canine program, that it may offer the service to <br />surrounding communities. Bernhardson pointed out that only one <br />designated officer would work with the police dog. <br />Councilmember Peterson asked what would happen if the police <br />officer assigned to that detail went on vacation? Bernhardson <br />replied that the dog would also be on vacation. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Peterson, to study the canine program for 6 months.
