N <br />n <br />U <br />MINUTES OF THE REGULAR ORONO COUNCIL MEETING JULY 10, 1989 <br />FINANCING REVIEW <br />SEWER/WATER PROJECT <br />Ms. Carolyn Drude was present for this matter. <br />City Administrator Bernhardson informed the Council and <br />Mayor Grabek that the bonds issued for the Highway 12 project <br />improvement may be prepared for a possible sale as early as <br />September 11, 1989. <br />Councilmember Callahan asked how the bonds would be paid <br />off? Bernhardson explained that if the projects are approved to <br />proceed, the bonds would be issued yet this fall and the <br />assessment process would begin at that time. It is the City's <br />intent to assess all of the Highway 12 project. The City also <br />intends to bond for the lift stations 10 and 43 project. <br />Financing for lift station 43 would come from operating funds; <br />lift station 10 would be financed through connection fees. <br />Bernhardson added that the City was optimistic about obtaining at <br />least a 35% petition from the property owners in the Highway 12 <br />area. Bernhardson said that the City would like to have <br />everything in place by the August 14 Council meeting and that <br />Council direction for the bond sale could be given at that time. <br />Councilmember Goetten questioned the provision allowing for <br />• the City to levy up to 105% Berhnardson replied that it was <br />not only normal procedure, but a requirement that the City levy <br />in excess of what the projected needs would be to assure that <br />there will not be any deficit. Bernhardson anticipated that <br />these projects would be paid mainly from special assessments. <br />There are concerns due to a portion of the funding for Lift <br />Station 10 coming from connection charges that may not come in <br />uniform amounts. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, to conceptually adopt the direction for the financing <br />and direct staff to prepare the necessary bonding documents for <br />these projects. Staff is further directed to bring back the bond <br />resolution on August 14, 1989 for tentative sale on September 11, <br />1989. Motion, Ayes =5, Nays =O, Motion passed. <br />ASSESSING SERVICES REVIEW <br />City Administrator Bernhardson explained that it was Rolf <br />Erickson's intention to phase out his contract. There are 4 <br />options to consider: 1) contract for an assessor; 2) hire an in- <br />house assessor; 3 ) going back to the assessment district; or 4 ) <br />contracting with Hennepin County. Bernhardson said that the City <br />would like to explore the options of contracting with another <br />assessor or having an in -house assessor. He said that there are <br />not many people who offer assessing services and those who do, <br />would prefer to do it in- house. An in -house assessor would be <br />• more costly. <br />Mr. Erickson has recommended four options for phasing out <br />his contract and Bernhardson suggested that option 4 would be <br />most beneficial.
