Alan Larson, 3844 Cherry Avenue <br />P.I.D. 08- 117 -23 33 0004 <br />Mr. Larson stated he had talked to Rita prior to tonight's <br />meeting and she had answered all of his questions regarding the <br />identified property. He went on to say he is in the process of <br />purchasing the adjacent property for $70,000 and the 1989 market <br />value is in excess of $80,000 and wanted to know how this value <br />can be changed. Rita stated that once the purchase has been <br />completed the Assessor would revalue this property. Mr. <br />Erickson stated he could not change the 189 value until Larson <br />was the actual owner noting he would revalue the property at <br />that time. <br />There was not action by the Board on this matter. <br />7. David Bie, 1910 Shadywood Road <br />P.I.D. 17- 117 -23 24 0020 <br />Mr. Bie asked the Assessor for a breakdown on the valuation <br />between land and structures stating his lot was 75 feet of <br />lakeshore and 176 feet deep. Councilmember Goetten asked Mr. <br />Erickson if he had reappraised this property for 1989. Erickson <br />replied he had changed the value from $229,400 to $170,400 <br />noting this reduction was due to an error in calculation. <br />• It was moved by Mayor Grabek, seconded by Councilmember Goetten <br />that the Board accept the Assessor's revised 1989 market value. <br />Motion, Ayes 5, Nays 0. <br />8. Jack McElhaney, 875 Partenwood Lane <br />P.I.D. 05- 117 -23 34 0013 <br />Mr. McElhaney stated he paid too much for the property. He <br />stated he had talked with the Assessor and his staff and they <br />had answered his questions in a very professional and courteous <br />manner. He stated his property was valued higher than <br />neighboring properties noting his lot was pie shaped and because <br />of the low lake level was unable to use his lakeshore. Mr. <br />Erickson stated that odd shaped lot values were based on a <br />functional value noting that this procedure was an accepted <br />appraisal practice. Mayor Grabek suggested Mr. McElhaney use <br />the appeal process. Mr. McElhaney asked the Assessor if his <br />property was equitable with 850, 855 and 880 Partenwood. <br />Erickson stated he would give him that information. <br />It was moved by Mayor Graybek, seconded by Councilmember <br />Callahan to accept the Assessor's 1989 market value. <br />Councilmember Callahan stated that either the Assessor is <br />correct, the value is too high or the neighboring properties are <br />too low and you are not too high. Mayor Grabek noted that the <br />property owner can still appeal to the County Board. <br />• Councilmembers Nettles and Goetten noted the 1989 market value <br />is under the purchase price.
