Nettles <br />questioned whether a railing would be used if the 4' wide wood <br />walkway were approved? Mr. Gustafson replied that it was his <br />intention to keep the walkway as visually low impact as possible. <br />The railings would make the walkway that much more visible and <br />since the walkway will below be 30" in height, the railing would <br />not be required. Nettles expressed his preference for the 6' <br />metal grate. <br />Mayor Grabek believed runoff to be the major issue involving <br />hardcover. He did not see where runoff would be a problem with <br />this particular application, due to the water being dispersed <br />into the wetlands. He would not be opposed to the 6' wide wood <br />walkway and indicated that in his opinion, such approval would <br />not set a precedent. <br />Councilmember Peterson stated that she would approve a <br />walkway 4' in width, but would have a difficult time approving <br />the 6' width. She questioned the issue of the railings. <br />Assistant Planning and Zoning Administrator Gaffron explained <br />that the railing would not be required due to the fact that there <br />would be less than 30" between the platform and the existing <br />• grade above the 929.4' elevation. <br />Councilmember Nettles asked whether the cost differential <br />between the wood and metal grate would be a concern to Mr. Gage. <br />Mr. Gustafson replied that he really was not sure about the cost. <br />He suggested that perhaps a motion could be made allowing for <br />either the 6' wide grate, or a 4' wide walkway with the posts <br />placed 6' apart for added stability. <br />• <br />Mayor Grabek did not believe that the runoff would differ <br />from allowing hardcover for a 4' wide walkway or a 6' wide <br />walkway. He believed that the 6' width would offer more safety. <br />Councilmembers Peterson and Goetten questioned why railings would <br />not be used to make the walkway more safe. Councilmember Nettles <br />interjected that he would find the railings more visually <br />obtrusive. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Nettles, to approve the 6' wide walkway with no railings, as <br />requested by the applicant. Motion, Ayes =2, Councilmembers <br />Goetten and Peterson, Nay. Motion failed. <br />It was moved by Councilmember Nettles, seconded by Mayor <br />Grabek, to approve a 4' wide wood walkway with posts placed 6' in <br />width. Motion, Ayes =4, Nays =O, Motion passed. <br />4 <br />
