MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD AUGUST 24, 1987 <br />#1183 JACK SWENSON CONTINUED <br />In response to Councilmember Peterson's question, Jack <br />Swenson stated that the previous platform was about the <br />same size of the new 161x16' octagon platform. <br />Councilmember Goetten noted that the platform is mostly <br />over rip -rap rock, therefore the platform is hardcover <br />over hardcover. She felt this was an opportunity, with <br />such a unique situation, to approve this structure <br />without setting a precedent, being it is primarily a <br />replacement structure. <br />Councilmember Sime viewed the property and found the <br />structure to be very impressive. He felt that <br />considering the rip -rap that prevents run -off into the <br />lake, the massive amount of area for absorption of <br />water, and minimal increase in hardcover makes this an <br />insignificant issue. He also felt that the key issue <br />was that it is a replacement platform. <br />Zoning Aide Knott noted that the pink rock with plastic <br />under it consisting of 7400 s.f. was not calculated in <br />the hardcover calculations and should appropriately be <br />included in the 0 -75' calculation. <br />Mayor Grabek stated that they have to be concerned not <br />only about the run -off and hardcover on the shoreline, <br />but about building structures in the 0 -75' zone. <br />Approval of which would be a precedent noting that <br />others have been turned down for different types of <br />structures irregard less of the cost expended. He felt a <br />stairway platform over the rip -rap would privide ample <br />access to the dock. He felt that they should preserve <br />the lakeshore and the structure should not be considered <br />aesthetically. - <br />Neighbors present at the meeting confirmed that the <br />previous platform was about the same size as the new <br />platform; and stated they were very much in favor of the <br />replacement platform. <br />Planning Commissioner Bellows noted that the majority of <br />the Planning Commission (4 -2) felt that in the past <br />there has been an inequity in the system and a blind <br />spot regarding protecting the 0 -75' area in that the <br />precedent has been set that the only way to look at <br />these situations is by leaving it a blank slate. She <br />felt that some consideration be given in keeping some <br />sense of the lake as a gracefully elegant place. If the <br />City's intent is to protect the lake physically, they <br />also ought to consider the issue of making the lake <br />useable and making the lake a pleasant place to be. <br />7 <br />
