MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD AUGUST 24, 1987 <br />JEFF ESSEN <br />2648 CASCO POINT ROAD <br />BERM IN RIGHT -OF -WAY CONTINUED <br />City Administrator Bernhardson stated that a driveway <br />turn - around could accomplish the same safe access onto <br />Casco Point Road as a circular driveway. <br />Jeff Essen pointed out that the turn - around would have <br />to be constructed within the front yard (aesthetically <br />not pleasing) as opposed to the standard turn - around off <br />to the sideyard of the property. He also noted that <br />there are several circular driveways on Casco Point <br />Road. <br />Public Works Coordinator Gerhardson stated his concern <br />was the heavy foliage near the second curb cut <br />obstructing views to access onto Casco Point Road. <br />Councilmember Goetten found no problem with the double <br />curb cut and agreed that it would provide safer and <br />easier access onto Casco Point Road. <br />'It was noted that the City Engineer has not reviewed <br />this matter. <br />City Attorney Blatz advised that the Council obtain the <br />City Engineer's recommendation- if the Council plans to <br />deny the double curb cut drive. <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Sime, to approve staff recommendation <br />regarding the berm and approval the double curb cut as <br />proposed. Motion, Ayes 2, Nays 2. Mayor Grabek and <br />Councilmember Peterson voted nay. Councilmember <br />Peterson stated she felt a back -up` apron was <br />more appropriate than a double curb cut. Motion tied. <br />The Essen's questioned why they <br />were not informed of <br />the <br />double curb <br />cut problem prior <br />to this i.e. when <br />the <br />building site <br />plan was submitted? Mr. Essen noted <br />that <br />the circular <br />drive was not an <br />afterthought, but <br />the <br />design of the <br />house was based on <br />the circular drive. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Sime, to direct the City Engineer to review the access <br />to determine if there is a safety concern and table this <br />matter pending the City Engineer's recommendation. <br />Motion, Ayes 4, Nays 0. <br />HIGHWAY 12 MEETING WITH MNDOT <br />Council acknowledged September 2, 1987 at 7:00 P.M. at <br />the Orono School Cafeteria as the meeting date on <br />Highway 12 to discuss the potential upgrade of the <br />transporation corridor. <br />11 <br />
