MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD AUGUST 24, 1987 <br />CITY FACILITIES STUDY — <br />CONSULTANT SELECTION CONTINUED <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Sime, that Council select Jack Boarman and Associates as <br />the consultants to undertake the space study of the <br />facilities for Phase A and that the consultant and the <br />City Administrator report back with the results of Phase <br />A and a recommendation as to which phase or phases <br />should be undertaken to complete this study including <br />Phases B, C and /or D. Motion, Ayes 4, Nays 0. <br />Jack Boarman was present for this matter and stated he <br />looked forward to working with the City. <br />JEFF ESSEN <br />2648 CASCO POINT ROAD <br />BERM IN RIGHT —OF —WAY <br />Jeffrey and Barbara Essen were present for this matter. <br />City Administrator Bernhardson explained that during the <br />landscaping at 2648 Casco Point Road, the owner placed <br />approximately 3' to 4' earth berm in the front of his <br />property. The berm is approximately 90% in the City <br />street right -of -way. Staff recommends that the berm be <br />allowed to exist in the right -of -way but at a reduced <br />size so as to allow a 5' to 10' shoulder, maintain <br />proper drainage, no plantings allowed on the road side <br />of berm with the exception of grass. In addition staff <br />recommends a hold harmless agreement for the purpose of <br />the City maintaining the water shut -off valve located <br />within the berm. The property owner has also requested <br />a double curb cut on the property. Because of the <br />amount of traffic, traffic speeds, site distance and <br />road design, staff recommends that only one curb cut be <br />allowed. <br />Jeff Essen showed Council the site plan submitted with <br />the application for a new residence building permit. <br />After the building permit was issued, a landscape plan <br />was designed which has led to the berm and double curb <br />cut issue. He stated that they can resolve the berm <br />issue per staff recommendation. However, they would <br />request approval for the double curb cut for the same <br />reasons that staff feels it is a hazard. They feel it <br />is safer not to back out of the drive onto Casco Point <br />and drive out in a forward position. He also noted that <br />the circular drive provided more parking area in order <br />to avoid parking on Casco Point Road. He explained that <br />his house entry was specifically designed for a circular <br />drive, and elimination of the circular drive would <br />create aesthetic and incovenient access problems to the <br />main entry of the house. <br />10 <br />
