0 <br />MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD JULY 27, 1987 <br />#1160 BURY /LEE CONTINUED <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Peterson, to approve Alternative 2 per <br />staff recommendation, with no further hardcover approved <br />on the property. <br />Mayor Grabek stated that the Council must determine <br />whether adhering to a previous agreement made to the <br />City by applicant is appropriate in light of the <br />health, safety and welfare issues. <br />Mr. Bury noted that Mr. Lee will not buy the house if <br />Alternative 2 is approved because he would not be able <br />to turn around. <br />Councilmember Goetten withdrew her motion because she <br />misunderstood that Alternative 2 would not be a workable <br />solution for Mr. Lee. <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Peterson, to approve Alternative 4 due to <br />primarily safety concerns. Motion, Ayes 2, Nays 3. <br />Grabek, Callahan, and Sime voted nay. Motion fails. <br />Mayor Grabek did not feel safety was the major issue <br />noting the need has not been consistently explained. <br />Councilmember Callahan felt that the strips vs. paving <br />the same area would ultimately result in the same amoupt <br />of hardcover due to compaction, therefore recommended <br />paving the existing driveway area. <br />It was moved by Councilmember Callahan, seconded by <br />Councilmember Sime, to approve Alternative 3 resulting <br />in no net increase of hardcover from what has been <br />allowed. Motion, Ayes 2, Nays 3. Grabek, Goetten, and <br />Peterson voted nay. Motion fails. <br />Mr. Bury noted that he would not be able to get out of <br />his driveway with Alternative 3. <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Sime, to approve Alternative 2 resulting <br />in 34.0% hardcover due to safety concerns. Motion, Ayes <br />3, Nays 2. Grabek and Callahan voted nay. Motion <br />carried. <br />V] <br />
