MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD MAY 11, 1987 <br />#1151 FISHER CONTINUED <br />City Administrator Bernhardson explained that originally <br />a side setback and average lakeshore setback variance <br />was granted on July 22, 1985 to construct an addition <br />to the lakeshore side of the house 8 feet with a deck <br />and screened porch attachment. Applicant did not <br />proceed with the construction at that time and has since <br />amended the plans so that the current proposal only <br />involves the 8 feet principal structure addition and <br />grade level deck eliminating the need for the average <br />lakeshore setback. Not realizing that the variance had <br />lapsed, applicant engaged a builder to start <br />construction on June 1st. Because this application is a <br />renewal variance in addition to reducing the scope of <br />the improvement plan, applicant asks Council's <br />consideration by waiving the required public hearing <br />before the Planning Commission. Staff recommends <br />scheduling the application as an information and <br />discussion item at the May 18th Planning Commission <br />meeting for their recommendation and scheduling the <br />required public hearing before the Council at their <br />meeting of May 26, 1987. <br />Planning Commission member Taylor stated that because <br />this particular application is fairly modest in impact <br />it would be acceptable for Planning Commission to review <br />as an information item. <br />Previous motion withdrawn. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Goetten, to approve the request of Ann Fisher to waive <br />reference to the Planning Commission per Section 10.08 <br />Subdivision 3(A) for the formal review of her amended <br />renewal variance application and to direct staff to <br />schedule a public hearing before the Council on May <br />26, 1987 at 7:00 P.M. Motion, Ayes 5, Nays 0. <br />Councilmember Callahan voted aye as the referral <br />required a unanimous vote and while opposed to waiving <br />it did not want to be an obstruction to the process if <br />the majority of the Council was in favor of waiving the <br />requirement. <br />ENGINEER'S REPORT: <br />CRYSTAL BAY SEWER PROJECT - FINAL* <br />TABLED TO JUNE 8, 1987 <br />It was moved by Councilmember Sime, seconded by <br />Councilmember Goetten, to table this matter until the <br />June 8, 1987 Council meeting.
