MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD APRIL 27, 1987 <br />COMPREHENSIVE PLAN #2 CONTINUED <br />annex the sewer plant property and also some property <br />from Old Crystal Bay across the Rebers property and <br />possibly including some of Ringerswood. Finally, <br />information regarding the Highway 12 Task Force meeting <br />has been submitted in which the construction proposal <br />has changed to incorporate reconstruction between Cokato <br />and Montrose. Due to the annexation request, staff <br />recommends tabling further consideration until at least <br />the May 11, 1987 Council meeting following presentation <br />on the issues outlined. <br />Area 4 - Rebers Property - Mr. Pflaum noted that <br />Parcel 4 is the Rebers property excluding a 3 acre <br />portion owned by Bill Wear. Rebers is in favor of <br />retention of the general zoning of commercial zoning <br />of property abutting Hwy. 12 and converting to <br />residential north of the commercial and some kind of <br />reallignment of the road. They recommend that the <br />entire parcel be included in the MUSA line because <br />the soil conditions and City code would dictate use <br />of mound systems in an area that is currently <br />heavily wooded therefore would require a significant <br />removal of trees and draw an extensive amount of <br />land to provide the primary and alternate sites. <br />They would like some compromise on the 1 and 2 acre <br />minimum lot size requirement i.e. lots not more than <br />2 acre but not less than 1 acre. <br />Armand Brachman, 1990 W. Farm Road, noted the <br />petition submitted from residents in the vicinity of <br />Brown Road North requesting the Council to maintain <br />and promote the two acre ordinance when considering <br />residential development of Parcel 4. They are <br />opposed to any MUSA line extenstion for the <br />residential area, noting that the soil tests that <br />Rebers is relying upon were done in 1970 therefore <br />questionable. <br />Tim Adams, 1810 W. Farm Road, speaking as a resident <br />who is in favor of 2 acre rural minimum, as a <br />developer who developed a portion of Orono property, <br />and as a former Councilmember, stated moving a MUSA <br />line is an issue not to be treated lightly and <br />should not be decided upon 17 year old soil borings. <br />He noted that his development consisted of a. <br />combination of septic systems, all of which are <br />functional and no alternate sites have had to be <br />utilized. <br />George Johnson, 879 N. Brown Road, stated his <br />concerns with the traffic on North Brown road and <br />felt there were many possiblities to solving that <br />problem. <br />G1 <br />
