MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD MARCH 17, 1987 <br />CHURCH BELLS CONTINUED <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Peterson, that Council take no action to stop the bells <br />from ringing, to accept information from neighborhood <br />regarding the problem and direct staff to see if they <br />can further mediate the situation between the parties. <br />Motion, Ayes 5, Nays 0. <br />COUNTY 116 - MEDINA <br />City Administrator Bernhardson presented City Attorney <br />Blatz's research regarding the matter whether the County <br />could adversely takeover that portion of Willow that is <br />M.S.A. in Orono. <br />It was moved,by Mayor Grabek, seconded by Councilmember <br />Peterson, accept the Attorney's information on the <br />County 116 matter and table the matter until a future <br />public hearing. Motion, Ayes 5, Nays 0. <br />ANIMAL CONTROL SERVICES - 1987 <br />City Administrator noted that because of the City's <br />difficulty in trying to obtain a reliable contractor and <br />given the history of contracting in the past, the staff <br />brought to the Council meeting on December 8, 1986 a <br />recommendation that the City establish its own in -house <br />program for animal control as outlined in his memo <br />attachement. Staff has since attempted to obtain <br />contracts with other firms, however, they are not <br />offering service out in this area. He noted that the <br />City of Long Lake has also had difficulty in obtaining <br />a contractor and has expressed their willingness to <br />enter into a contractual service for this item should <br />Orono Police offer this service. <br />City Administrator Bernhardson and Chief Kilbo explained <br />that the animal control officer would provide a set <br />number of patrol hours (generally in concentrated <br />neighborhoods) and respond to day or night complaints of <br />dogs barking, dogs at large, etc. Chief Kilbo noted <br />that the police officers and squad cars are not <br />generally equipped to handle animal problems. <br />Councilmember Goetten expressed concern for the <br />destroying of dogs picked up. <br />Chief Kilbo stated that the dogs are boarded at an <br />animal hospital as opposed to a pound, and that this <br />animal hospital keeps the dog for a minimum of 5 days <br />and makes every effort to find homes for unclaimed <br />animals. In no case are these animals used for <br />research. <br />There were no comments from the public. <br />9 <br />
