MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD MARCH 17, 1987 <br />CONSULTANT INTERVIEWS CONTINUED <br />Bonestroo & Associates - President Otto Bonestroo and <br />Project Manager Bob ,lRussek were present. Mr. Bonestroo <br />explained the project team organization. He noted that <br />Bonestroo specializes in municipal buildings (they have <br />done over 65 municipal buildings) and approximately 25% <br />of their work is rehab projects. Mr. Russek• explained <br />their design process in conjunction with the knowledge <br />that the City has a limited budget. <br />Lindberg Pierce, Inc. - Bob Pierce introduced his team: <br />Dick Gilyard, Director of Design; and Damon Farber, <br />Principal Landscape Architect. He further explained the <br />history of the firm and proceeded with a slide <br />presentation of the firms' work. <br />Mayor Grabek and Councilmembers thanked each of the <br />proponents for their interest and presentation. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Peterson, to accept information provided by the <br />proponents and table until the March 30, 1987 meeting to <br />discuss consultant selection further. Motion, Ayes 5, <br />Nays 0. <br />NOISE COMPLAINT - CHURCH BELLS <br />City Administrator Bernhardson explained the complaint <br />received regarding the excessive ringing of chuck bells <br />at Trinity Church last fall. Chief Kilbo attempted to <br />mediate the situation for an acceptable solution to both <br />complainant and church. At that time the church <br />mediated the bell ringing schedule, however during the <br />Christmas season additional bells were rung and have <br />since returned to the original schedule followed by <br />complaints. At present, the church bells do not <br />constitute the level of noise that would create a <br />violation under the noise ordinance. Staff recommends <br />that the City not enact any specific control of church <br />bells as it has not been a significant problem in the <br />community up to this present point and that it is more <br />an issue that is appropriate to be mediated between the <br />parties. At present the amount of bell ringing does not <br />reach the necessary standards for the objective criteria <br />to the State and is not of a great frequency. <br />Additionally, it falls between the hours of eight in the <br />morning and six at night which generally have less <br />stringent standards for noise than the hours of 10:00 <br />P.M. and 6:00 A.M. <br />Mayor Grabek stated that although he did not take the <br />complaint(s) lightly,- he felt there were no legal <br />grounds in which the Council could take action to quiet <br />the be 11 s. <br />
