MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD MARCH 17, 1987 <br />ORDINANCE AMENDMENT CONTINUED <br />Mr. Love stated that they would like some direction in <br />which to proceed, because staff advised them previously <br />that they could not submit an entire comprehensive site <br />plan- involving the 3 properties. Staff told him that <br />each property had to be dealt with in an separate <br />review. <br />Zoning Administrator Mabusth explained that according to <br />the legal staff, a comprehensive site plan could be <br />reviewed by the City, but it could not be approved <br />because it involved a use that was not permitted i.e. <br />parking lot in residential area. The zoning amendment <br />for a parking lot in residential area must be approved <br />prior to formally acting on the comprehensive site plan. <br />City Attorney Blatz concurred that the ordinance must be <br />amended prior to approving the plan, however, Council <br />could review the plan taking no action prior to amending <br />the code. <br />Councilmember Callahan felt that Sailors World /Smith's <br />Bay Marina should come in with a full site plan for all <br />three properies before addressing this issue further. <br />He noted that he personally is against amending the code <br />for a parking lot feeling it is bad planning. <br />Mr. Stone stated that they initiated this plan in <br />October 1986 and proceeded as staff directed them, and <br />now they are being directed to start over at the <br />beginning with review by the Planning Commission. He <br />f f,lt the City has misguided him and these past months <br />are lost. <br />City Attorney Blatz suggested, in order to save time for <br />the applicant, that the Council review the conceptual <br />plan for their direction before submitting it to the <br />Planning Commission with the zoning amendment, if that <br />is their direction. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Sime, to direct staff, the developer, and legal counsel, <br />to work on a full comprehensive plan; and table the <br />zoning amendment application. Motion, Ayes 4, Nays 1. <br />Councilmember Callahan voted nay because he is opposed <br />to the zoning amendment. <br />Councilmember Sime noted for the applicants that he is <br />not favorably disposed to a parking lot in a residential <br />area. <br />Council further directed staff to enforce the existing <br />use of the Tonka Transmission property. <br />5 <br />
