MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD FEBRUARY 23, 1987 <br />`?LANNING COMMISSION APPOINTMENT CONTINUED <br />Gabriel Jabbour, 780 Tonkawa Road, asked why the Council <br />felt the need to make the appointment now. He felt the <br />City should wait for the best qualified applicant. He <br />agreed that there be a lake representative. <br />Mayor Grabek stated it was necessary in order to give <br />the Planning Commission as much assistance a possible. <br />He stated he felt the urban /rural guideline shoud be <br />maintained but also felt variances could be made to that <br />guideline in the case of a deadlock in order to appoint <br />the best qualified candidate. <br />City Attorney Blatz explained that in order to change <br />the existing designation requirements, the ordinance <br />must be amended with a 4/5ths vote. She noted that a <br />clause could be incorporated stating that in the event <br />that the Council cannot agree upon a qualified candidate <br />for appointment, then make a provision to appoint the <br />most qualified candidate with no regard to designation, <br />also noting the intent to adhere to the appropriate <br />designations. <br />Council agreed with City Attorney Blatz's <br />suggestion. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Peterson, to amend the ordinance to try and adhere to 2 <br />Urban designations, 2 Rural designations, 2 At Large <br />designations, and in the future 1 Lake designations. <br />However, if a deadlock vote occurs, they may vary from <br />that guideline intent. Motion, Ayes 5, Nays 0. <br />It was moved by Cour,zilmember Sime to nominate Thomas <br />Casey to the Planning Commission because he is <br />immenently qualified, lives on the lake, has a business <br />background, and currently operates his business in <br />Navarre. Motion seconded by Councilmember Callahan for <br />discussion. <br />Council briefly discussed the other candidates and their <br />background. <br />Mayor Grabek felt Gail Livingston was very qualified <br />although he agreed that there should be some <br />representation from the lake. <br />Councilmember Goetten agreed with Mayor Grabek's <br />recommendation of Gail Livingston noting her background <br />in planning and management. <br />Councilmember Sime noted that Ed Brown III was also a <br />strong candidate with a dynamic background. <br />0 <br />
