MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD DECEMBER 8, 1986 <br />11093 P & A INVESTMENT CONTINUED <br />City Administrator Bernhardson explained the request to <br />subdivide a 9.8 acre parcel into 4 buildings sites each <br />at least 2 acres in area. The lots generally meet the <br />zoning standards, however Lot 2 does not meet the lot <br />width standard at the appropriate setback; and Lots 2 <br />and 3 do not front on a public road. The other <br />significant issue is related to the access. Staff <br />received a letter (late this .day) from Hennepin County <br />regarding access recommending Tanglewood Road and the <br />proposed Knoll Manor Road access County Rd. 6 via a <br />common intersection. Staff recommends use of a single <br />access. He noted that the Tanglewood residents oppose <br />any new access onto Tanglewood. City Attorney Blatz is <br />researching the City's authority to direct the access <br />onto Tanglewood. He also noted the critical issue of <br />detemining the actual wetland area. <br />Assistant Zoning Administrator Gaffron explained that <br />there is 0.3 acre basin designated as an official <br />wetland, however the basin contains no cattails or other <br />vegetation types normally associated with a functional <br />wetland. He noted that if this basin were to be dammed, <br />it could have some effect of the proposed septic system <br />on that site. <br />Councilmember Adams stated that he felt careful policy <br />consideration should be given by the City before it <br />moves in on a private road situation. He stated that he <br />would be very reluctant to go against the wishes of the <br />Tanglewood residents if there is an alternative. <br />City Administrator Bernhardson noted that the <br />distinction of public vs. private road issue may not be <br />a persuasive argument. Staff's concern, in this case, <br />is that County Rd. 6 is a very busy road with sight_1ine <br />concerns. Therefore, staff feels the developer's <br />solution of leaving the option of a connection through <br />the expanded outlot is helpful. <br />John Douglas addressed the Council on behalf of the <br />residents of Tanglewood stating they did not want the <br />increased density on the private road. <br />Mayor Butler felt that City Attorney Blatz should review <br />the legalities because the safety question will be <br />raised by the City and /or County at some point in time, <br />therefore, it should be addressed at the time of <br />subdivision. <br />Council questioned why the property to the east has not <br />been considered for access. <br />John Adams noted that the property to the east has not <br />been considered because they were unaware that there <br />would be a problem with the access as proposed. <br />11 <br />
