Conditional Uses. <br /> No conditional use permit shall be granted unless the property is found to be in compliance with the <br /> landscaping and screening requirements of this division. All conditional use permit applications shall be <br /> reviewed in accordance with the provisions of article V of this chapter. Within any B-2lakeshore business <br /> district, no structure or land shall be used for the following uses without a conditional use permit: <br /> (I) _ Boat clubs (time share). The applicant sl:all demonstrate that adequate parking is available on <br /> the site. <br /> (2) Public boat Zaunching, on-demand... <br /> (3) Public boat launching, transient... <br /> (4) Charter boat port of call... <br /> (S) One caretaker dwelling unit... <br /> --------------------------------------------------------------------------------------------------------------------- <br /> Application Review <br /> Applicants request a CUP to allow operation of a boat club at the property. This review by staff <br /> is based on the current B-2 codes, not on potential future changes to the code. Please carefully <br /> review the applicant's letter of request and narrative. <br /> Parkin�. The only standard for boat club CUPs within the zoning code is `demonstration that <br /> adequate parking is available on the property'. The pertinent B-2 parking standards (Section 78- <br /> 668) require that off-street parking facilities for a marina operation be sufficient to eliminate any <br /> tr�c or parking congestion likely to be caused by the business conducted. The parking areas do <br /> not need to be paved but must be provided with appropriate stormwater runoff quality/quantity <br /> controls. <br /> When it was completely renovated in 1990, this marina had 118 slips on the water. The prior <br /> owner has since reduced the number of slips to 98. In terms of numerical parking requirements, <br /> existing code standards in Section 78-668 pertinent to this marina site include: <br /> (1) Six parking spaces shall be p�ovided for each ten boat slips on water or on land. <br /> -provision of 6 parking stalls per each 10 slips: 98 slips x 0.6 =58.8 stalls <br /> (2) At least eight off-street parking spaces,plus one additional space for each 800 square feet <br /> of floor area*over 1,000 feet, including warehousing, and all outside sales and storage <br /> areas related to the sales and service functions. <br /> - 8 stalls for the sales and service operation: =8 stalls <br /> -plus 1 added stall per 800 s.f. over 1,000 s.f. of sales and service axea: <br /> 3850 s.f. bldg; 3850-1000=2850; 2850x0.85/800=3.0 stalls <br /> * "Floor area"is not defined in the zoning code;Orono typically uses 85%of gross floor area of a building in <br /> defining commercial floor area for calculation purposes <br />
