MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD AUGUST 11, 1986 <br />#1026 HILBELINE/VOGT /PETERMAN CONTINUED <br />which would totally benefit the development of the <br />parcel on the east. <br />City Engineer Cook reviewed the two designated access <br />points on Watertown Road and stated that they both met <br />the sight distance requirements, however, the access on <br />the west side is more acceptable because it provides <br />excellent visibility. <br />Thomas Gorman, 2640 Watertown Road, stated that he was <br />not in favor of any access going past his property on <br />the west or east. <br />Councilmember Frahm suggested taking an easement at this <br />time and decide where a road will go at a later time <br />when /if applicants subdivide. This would keep the <br />options open. <br />City Engineer Cook noted that the Council should <br />determine at what point in time the road must be put in <br />and who would be responsible for the cost of putting it <br />in. <br />Councilmember Callahan stated that the Planning <br />Commission was not entirely convinced that there should <br />be a north /south road. Planning Commission suggested <br />that the access to lots 2 & 3 should be on the western <br />side. His own feeling is that they should not have both <br />access on Old Crystal Bay Road and Watertown Road. <br />Mrs. Hilbelink stated that they were being treated as <br />big time developers, which they are not. She also <br />stated that it would depreciate the value of the <br />property by taking land for an easement. <br />Mr. Hilbeilink stated that he does not agree with having <br />to give up a 50' easement to benefit the development of <br />the property to the east. <br />Councilmember Frahm stated that he agreed with the <br />applicant and noted that at this point no property is <br />being land locked. <br />It was moved by Councilmember Frahm, seconded by Mayor <br />Butler, to approve the following: <br />1) Private easement over flag lotl which will be <br />realigned with Lot 2 so that f lag lot is removed. <br />Lot 1 grant access easement in favor of Lot 2. <br />2) Lot 3 may access off Watertown Road wherever <br />desired at this time, per staff approval. <br />3) A 25' corridor will be platted as an outlot on <br />the west side of Lots 2 & 3 from Watertown Road to <br />19 <br />
