MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD AUGUST 11, 1986 <br />#841 WINTERS CONTINUED <br />It was moved by Councilmember Frahm, seconded by Mayor <br />Butler, to adopt Resolution #2029 approving the Plat of <br />Huntington Farm amending the road name as Hunt Farm <br />Road. Motion, Ayes 4, Nays 0. <br />Councilmember Adams asked about the planning for the <br />completion of the road. <br />Mr. Hassel stated that they plan on putting in the base <br />this year and blacktop within the year, however they <br />will file a letter of credit in the amount of 1 -1/2 <br />times for the extent of work not completed, per city <br />requirements. <br />Zoning Administrator Mabusth stated that the road base <br />must be installed and approved by the City before <br />building permits are issued and that it is common <br />practice for developer's to let the base settle for a <br />year before it is surfaced. <br />#1026 MIRE HILBELINR /JOHN VOGT /MRS. PETERMAN <br />160 OLD CRYSTAL BAY ROAD <br />RELIMINARY SUBDIVISION <br />Present for this matter were: Mike & Ann Hilbelink, John <br />& Maureen Vogt, Dave Will, and Bob Craig representing <br />Mrs. Peterman. <br />Mayor Butler explained that it is part of the city's <br />obligation as part of planning and approving a <br />subdivision that the City must consider how the <br />property will ultimately be divided and accessed. She <br />noted that City Attorney Blatz called attention to the <br />creation of the f lag lot of Lot 2, which does not <br />conform to the zoning code. She noted the consideration <br />to limit the amount of curb cuts. <br />Zoning Administrator Mabusth stated that in the past, <br />the city has approved flag lots in single lot splits in <br />lieu of an access easement serving a property, however <br />this technique has never been used to serve access for <br />one lot in 3+ lot subdivision where an alternate access <br />is available. <br />Mr. Vogt stated that the reason for the proposed f lag <br />lot is because he wants a north /south facing house which <br />requires access from the west in their plan. <br />Mr. Hilbelink stated that there are three separate <br />owners involved with different ideas and they do not <br />want to be tied in with each others plans by designating <br />a main access at this time. He also stated that he does <br />not agree with designating an access on his property <br />5 <br />
