MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD JANUARY 27, 1986 <br />1935 WAYZATA COUNTRY CLUB continued <br />Representing the Wayzata Country Club was Don Hennings. <br />He noted that the Grounds Superintendant felt positive <br />that they had the verbal approval to proceed with the <br />plans as presented back in 1981. <br />It was moved by Councilmember Hammerel, seconded by <br />Mayor Butler, to grant conceptual approval to the <br />Wayzata Country Club for two earth - moving projects as <br />outlined in staff's recommendations, but directing the <br />Country Club to submit the pond work in a separate <br />conditional use permit. Motion, Ayes 5, Nays 0. <br />1987 ROBERT J. BAUMAN <br />1040 TONKAWA ROAD <br />VARIANCE - SECOND REVIEW <br />RESOLUTION $1914 <br />Mr. & Mrs. Robert J. Bauman• were present for this <br />matter. <br />City Administrator Bernhardson reviewed the status of <br />items pending from the January 13th Council meeting <br />which were: <br />1) staff to review the "average setback" concept. <br />2) applicant to consider an alternative site <br />location, which he has submitted a letter regarding <br />this. <br />3) staff to contact neighbors to ensure that they <br />are aware of the on -going review process, which <br />Asst. Zoning Administrator Gaffron has done. <br />Assistant Zoning Administrator Gaffron explained and <br />showed several different ways to interpret the "average <br />setback" concept which included the variations of the <br />"line of sight" average setback rule. <br />It was moved by Councilmember Grabek, seconded by <br />Councilmember Adams, to adopt Resolution #1914 approving <br />the variance request to construct an indoor pool based <br />on the "average setback" interpretation (straight line <br />method) as written in the proposed resolution; and <br />amending the resolution to include under Findings the <br />hardships of topography and shoreline irregularity. <br />Motion, Ayes 5, Nays 0. <br />City Administrator Bernhardson stated that staff would <br />re -word the code to ref lect the intent of the straight <br />line method of determining the average setback and <br />submit it at the February Planning Commission meeting. <br />3 <br />
