ORONO CITY COUNCIL MEETING <br />MINUTES FOR SEPTEMBER 13, 1999 <br />• ( #8) RECONSIDERATION OF "NO PARKING" SIGNS ON SIIADYWOOD ROAD - <br />Continued <br />Gappa said it would require a retaining wall to widen the hill. <br />Jabbour said it would also require a curb cut to allow ingress and egress. <br />Zimmerman asked if there is a reason to void what was a logical solution at the time the lots <br />transferred from residents of the neighborhoods to nonresidents. He thinks there was a logical, <br />well thought out solution to say this is a neighborhood, it is not a marina, there should not be <br />cars parked all over, we will allow one car to be parked to try and maintain the character and <br />integrity of the neighborhood. He said he is hearing now that there is some feeling that we <br />must allow for more parking and that the original agreement is no longer valid. He said that <br />one of the docks is rental property and it is rented out to one or two boats at a time. He feels <br />that perhaps the parking restrictions were not communicated to the renters. He feels the "No <br />Parking" works fine. He asked that the Council review the original minutes concerning the <br />dock lots. <br />George Olson, 2775 Shadywood, said he lives in the neighborhood and owns one of the dock <br />lots. He explained that the first three lots are owned by neighbors so there is rarely a car <br />parked by those docks. He said the parking problem is by the lots on the far end. He said they <br />have access through the service road. He said they come over the curb on the other side. He <br />• said one of owners has put gravel on his lot and last weekend there were six cars parked there. <br />He said there is no parking allowed on the other county roads and he asked why all of County <br />Road 19 isn't consistent with the other roads. He feels there should be no parking all along <br />County Road 19. <br />Jabbour said that up. until two or three years ago, parking was permitted on all of the county <br />roads. He described all the areas where parking is allowed on county roads. <br />Olson asked why County Road 15 is all No Parking. <br />Jabbour said County Road 15 is very substandard. <br />Olson said the only spot where parkingis allowed is this stretch of County Road 19. <br />Kelley said the Mayor has pointed out other areas where parking is allowed along county <br />roads. <br />Olson said that Hennepin County's position is to have no parking along county roads, but they <br />have no way to enforce it and they look to the villages and cities where the county roads go <br />through to enforce the parking. <br />Kelley said he is not in favor of more regulation by government and he is only willing to look <br />at areas where there is a safety issue. He feels a safety issue does exist in this area. <br />Page 9 <br />
