Olson replied that there are eight lots and four are owned by local residents. Richard Gay, 2735 Shadywood, said his primary concern is the safety issue for bicyclists. He feels the dock lot owners have a right to some parking, but he does not feel they should be allowed to park on the road. He said the cars are parking within one foot of a fire hydrant and that is a problem. He said the cars could park off the shoulder of the road and a retaining wall put in. Sansevere asked Gay if Gappa's proposal would work. Gay said it might be possible to get two cars parked off of the road, but he does not feel there should be any parking, on the road. He said there should be off -road parking_ for the lots that are not owned by neighborhood residents. Donald Miegel, 683 Sullivan Drive, Columbia Heights, said he owns one of the lots. He said they started parking on County Road 19 because some of the neighbors said they didn't like him driving on the slip road. He said it is difficult to drive down by-the slip, because the road is • grass and dirt. He rarely has more than one car there. He said the grass is mowed by the slips on the north end, but not the south end and the slip road is barely wide enough fora car. He would like to park by his slip, but if they bring two cars, there isn't enough room. He said if they bring a lot of people out, _he picks them up _someplace else. Sansevere asked if the City could widen the road for their access. Jabbour said it is private property. He said that use of the land is different based on people's life styles. He said there is no obligation on the City's part to see that everyone's life style is accommodated. Just because someone has two cars does not mean the City has to provide parking for two cars. Kelley said his understanding is that there is a covenant in place that allows whoever owns the lots to do whatever they want on this piece of property. They are allowed to park one car and there should be no parking on County Road 19. He feels the City Council is caught between the neighbors and the users of the docks. Sansevere agreed with Kelley. He said the first priority should be safety. He said if restricting parking on County Road 19 would prohibit the dock lot owners from getting to their boats, he would be fighting_ harder to find another option, but they do have access and he is comfortable with the resolution the way it stands. • Page 10
