The site distance for vehicles coming over the bridge is limited, which provides <br />insufficient time for traffic to react to vehicles attempting to pass turning_ vehicles. He said the <br />Council's options include taking no action, remove the No Parking signs, or move the <br />beginningof the No Parking_ area 100 feet south. <br />Jabbour asked why only the bridge area is a concern because the same situation applies to the <br />rest of County Road 19. <br />Gappa said that cars should not be parked on the rest of County Road 19 because the <br />shoulder is too narrow and no one has reported a parking problem in other areas. He said that <br />most of the County Roads near the lake are signed No Parking. He said there is no parking <br />allowed on any of the roads from 2:00 a.m. to 6:00 a.m. <br />Dick Ogle 2771 Shadywood Road, said he has been in contact with Don Lundstrom of <br />Hennepin County Traffic. Mr. Lundstrom told him that Hennepin County's position is that <br />they do not want parking_on county roads. He said that Tonka Bay, Minnetonka Beach, <br />Wayzata, Mound, and Orono have no parking on county roads. This is an extremely <br />dangerous road because it is a link of the Hennepin County Bicycle Trail. He said that Mr. <br />Rawlings, who was instrumental in the design and layout of the bridge when it was built, told <br />him that the bridge is wide so it can accommodate deceleration and turning lanes. He said that <br />on the Tonka Bay side, the road is posted No Parking and turn lanes are designated. Ogle said <br />the parking problem has developed in the last few years because some of the dock lots are no <br />longer owned by neighboring residents. He said that a condition of the resolution granting a <br />conditional use permit for the dock lots was that parking-would be allowed for one car. When <br />the lots were owned by local residents, they would unload their boat and drive to an area <br />where there is public parking_to pick up their passengers. He feels there has been a lack of <br />communication regarding the parking requirements between the former owners and the new <br />non - resident owners. <br />Ogle said there was a problem in the spring with people fishing from the docks and parking on <br />the road. This encouraged more people to park on the road. Ogle said bicycle riders will not <br />ride next to parked cars because there is a possibility of someone opening a car door and <br />causing serious injury to a bicycle rider. He said that Hennepin County is willing to post the <br />road with No Parking signs, but they leave it up to the cities to police it. Ogle said the <br />residents do not want parking allowed along County Road 19. <br />Sansevere asked if Mr. Ogle supports the amendment recommended by Mr. Gappa. <br />Ogle said he does not support the amendment because he feels it is not safe to have any <br />•parking_ along County Road 19. <br />Page 7 <br />
