If a certificate of occupancy has been issued, staff should review the meeting minutes regarding this item and talk to them about it. Sansevere said there is an interest on the part of the people involved in the Ice Arena to acquire some park dedication fees in some way. He asked if park dedication fees could be used to fund improvements at the Ice Arena. Barrett said there is a provision in the Minnesota State Statutes that says that park dedication fees can be used for certain kinds of projects including_ice arenas, but it requires an ownership position by the City. The City does not have an ownership position in the Ice Arena. Flint said the Council has concluded that the park dedication fees should be used for land acquisition, not capital improvements. Jabbour said the City does not want to have an ownership interest in the Ice Arena. He feels that if the City makes it a policy to contribute to sports activities, there should be criteria under which the groups would qualify for funding_ He said that all sports should have equal right to compete for funds if there is a budget for sports activities. Flint referred to Mark Engebretson's comments that the Ice Arena is doing fine from an • operational standpoint, but they are having problems with the capital costs. He feels the City should continue its position that these activities be funded privately. ENGINEER REPORT (#8) RECONSIDERATION OF "NO PARKING" SIGNS ON SHADYWOOD ROAD Gappa presented the staff report. He said the Council passed a resolution on the consent agenda on June 28th to install "No Parking" signs along Shadywood Road north of the Narrows Channel Bridge. Since Hennepin County installed the signs, staff has received several letters from owners of Pheasant Lawn Dock Lots with concerns about the impact of no parking restrictions on their lots. Gappa said he has studied this issue further and developed a modified No Parking scenario for Council consideration. The first solution to post the entire wide shoulder area for No Parking, was a conservative approach. He said the revised proposal would keep No Parking restrictions in place for the entire northbound side of Shadywood Road. This is necessary to provide a deceleration lane for vehicles entering the driveways along this side of Shadywood Road. He stated that on the southbound side, the beginning of the No Parking area could be moved 100 feet south to provide space for parking_ of five cars in the dock lot area. This would provide 120 feet of space to be used as a deceleration lane for vehicles turning into the driveway. This should provide adequate stopping distance for a . vehicle speed of 30 mph when entering the deceleration lane. Gappa reviewed the distances Page 6
