SCHEDULE ASSESSMENT HEARING - RESOLUTION NO. 4347 <br />Flint moved, Sansevere seconded, to approve Resolution No. 4347 for Hearing on <br />Revised Proposed Assessment Navarre Water Treatment Plan Rehabilitation Project. <br />VOTE: Ayes 5, Nays 0. <br />( * #10) CHANGE ORDER #1 AND REQUEST FOR FINAL PAYMENT - LIFT <br />STATION #13 REHABILITATION <br />Flint moved, Sansevere seconded, to approve Change Order #1, to GHT Construction <br />for increased costs for site restoration in the amount of $1,391.00. VOTE: Ayes 5, Nays <br />0. <br />Flint moved, Sansevere seconded, to approve Request for Final Payment, to GHT <br />Construction in the amount of $5,504.00. VOTE: Ayes 5, Nays 0. <br />( #11) APPROVE PROPOSAL FOR COUNTY ROAD 15151 TRAFFIC SIGNAL <br />WARRANT STUDY <br />Moorse said this item is a follow -up to the County Road 15 traffic study, which suggested a <br />semaphore at the 15 and 51 intersection. Detailed traffic counts must be completed and a <br />signal justification report completed before a traffic signal can be installed. This is a proposal <br />from Bonestroo for completion of a signal justification report. <br />Jabbour said this will be a very emotional issue. He said this is one of many, many, issues from <br />the traffic study for the County Road 15 corridor. <br />Sansevere said one resident called him and asked that the Council place a moratorium on this <br />issue until after Highway 12 is done to see if there is a need for a fight at that time. <br />Flint said he talked with the same resident, Fred Puzak, who lives in that area. He said getting <br />onto 15 in the morning is not a problem because there is a pulse in the traffic caused by the <br />fight in Navarre. His concern is coming back in the evening because the traffic is solid and just <br />crawls along. <br />Kelley said that recently in the evenings, 15 has been backed up. all the way to 394. He feels a <br />fight will probably make it worse. <br />Jabbour said he told Mr. Puzak that the City Council is very aware of the intensity of traffic <br />and the limitations of County Road 15. As a result, the Council is trying to provide alternative <br />routes to County Road 15 in every segment of its planning, including the Highway 12 design. • <br />Page 12 <br />
