ORONO CITY COUNCIL MEETING <br />MINUTES FOR JULY 12, 1999 <br />MAYOR/COUNCIL REPORT - Continued <br />Moorse said the vacation is going to the Planning Commission next Monday and it will come <br />to the next City Council meeting. After that, the City can close on the purchase agreement. <br />Kelley asked if the City can legally prohibit outside storage. He would like to refer this matter <br />to the City Attorney. He asked Glenn Cook to comment on the pros and cons of pressurized <br />sewer systems. He asked if they are feasible in the long run. <br />Cook said that, from his perspective, gravity is better, but the cost of a pressure system is <br />about half that of a gravity system. One risk is that the grinder pump relies on electricity. <br />Kelley said that historically there has been a lot of maintenance work on the gravity systems <br />and he asked Cook if there would be less maintenance with the pressure system. <br />Cook said yes, but the City is allowing homeowners to own the grinder station so each <br />homeowner needs to have a plumber that is familiar with the system. <br />Jabbour said their should be an orientation program for the homeowners. <br />Moorse said one issue that came up is that there is a diversity in the types of grinder pumps <br />and there could be houses right next door to each other that have different types of pumps. <br />Kelley said that the technology will continue to evolve and this will always be an issue. • <br />Jabbour said the Council instructed staff as part of the last Comprehensive Plan workshop to <br />look at a system that is conducive to being a 200 -year system. He asked if it would behoove <br />the City to put a gravity system in Brown Road. <br />Cook said that on Brown Road there are some complications with topography that do not <br />make gravity feasible. <br />Flint said that in connection with the Fox Ridge sanitary sewer there is an opportunity for a <br />trail along Brown Road. He asked staff to consider the feasibility of constructing a trail when <br />the sewer system is installed. <br />Gappa said they are totally separate types of construction, but he can look into it. <br />Jabbour instructed staff to obtain the necessary information to consider a trail along Brown <br />Road. <br />Flint suggested that Long Lake be involved in the feasibility study. <br />Kelley asked City Attorney Barrett if the City can enforce the prohibition of outside storage. <br />Page 16 <br />
