VOTE: Ayes 5, Nays 0. <br />( #10) #2466 JAMES RENCKENS /JOHN WINSTON, 3020 WATERTOWN ROAD - <br />PRELIMINARY PLAT APPROVAL - RECONSIDERATION <br />(Mayor Jabbour excused himself from this matter). • <br />James Renckens and John Winston were present. <br />Kelley stated this application appeared before the City Council at its April 12 meeting <br />where the preliminary plat application was approved 2 -1. The Applicant later requested at the <br />May 11 Council meeting that the City Council reconsider its action of April 12. The City Council <br />on May 11 voted 3 -0 to reconsider the application. The application was then tabled to allow the <br />interested parties to be notified. <br />Gaffron stated the Applicants have concerns regarding the creation of a 50 foot road outlot along <br />the north property boundary due to the impact that it will have on the property. City Staff <br />believes this issue stems in part from a philosophical difference between the City and its residents. <br />The City has an obligation to protect the general public health, safety and welfare of its residents <br />by establishing a local road system that provides access to the property, is adequate to allow for <br />the expected and required levels of general and emergency services, and is efficient to maintain. <br />The property owners' goal is a safe, private environment for families, and to accomplish this, the <br />typical property owner prefers dead -end roads rather than connecting roads. On the other hand, <br />the City has to provide corridors for future connections between private roads in order to establish <br />a system that can be easily maintained and that will provide alternate means of access in times of <br />emergency. The City also sets minimum design standards for private roads and long driveways in <br />order to ensure that the required access by service, maintenance and emergency vehicles is <br />feasible. These standards are consistent with the City's comprehensive plan. <br />10 <br />
