ORONO CITY COUNCIL MEETING <br />MINUTES FOR APRIL 12,1999 <br />( #2) CONSENT AGENDA • <br />Items 4, 13, 14, 15, 16, 18, and 21 were added to the Consent Agenda. <br />Flint moved, Kelley seconded, a motion to approve the Consent Agenda as amended. <br />VOTE: Ayes 4, Nays 0. <br />( #2a) ADDITION TO AGENDA <br />Moorse requested that the Council amend the agenda to add item 23a. <br />Jabbour moved, Sansevere seconded, a motion to amend the agenda to include item <br />23a. VOTE: Ayes 4, Nays 0. <br />APPROVAL OF MINUTES <br />( * #3) REGULAR MEETING OF MARCH 22,1999 <br />Flint moved, Kelley seconded, a motion to approve the Minutes of the Regular City <br />Council meeting of March 22, 1999, as submitted. VOTE: Ayes 4, Nays 0. <br />PARK COMMISSION COMMENTS - Andrew McDermott, Representative <br />McDermott complemented the Public Works Department personnel for their efforts to 40 <br />eradicate the buckthorn in Casco Circle, Dickey Park and Rice Creek. He said the survey of <br />City property at Saga Hill has begun, but it will not be finished until the property line issues <br />are resolved. The prairie will be burned at French Creek. He said Susan Wilson helped to <br />rebuild the duck nests at French Creek. He reminded the Council that the March for Parks is <br />scheduled for May 2nd. <br />McDermott commented on the Spring Hill Trail. He said the Park Commission is concerned <br />about the location of the fence. <br />Flint asked about the location of the fence. <br />McDermott said the fence is just three feet off the edge of the road. <br />Jabbour said the City should have been notified about the change in location of the fence and <br />there should be a meeting at the site. <br />Flint said he understood that the fence would be moved way back from the road. He does not <br />want a certificate of occupancy issued to the Spring Hill Golf Club until the fence and trail <br />are in the locations that were agreed upon. <br />Jabbour asked staff to review the site. <br />Page 3 <br />0 <br />
