ORONO CITY COUNCIL MEETING <br />MINUTES FOR APRIL 12,1999 <br />• ( #1) PUBLIC HEARING - ORONO ORCHARDS SEWER PROJECT - Continued <br />Gappa said a homeowner can opt out of the project if they have a conforming septic system. <br />He does not believe there is a conforming septic system on Delaney's property. <br />Moorse indicated once sewer is brought to an area, property owners are not allowed to <br />replace septic systems. They must hook up to sewer. <br />Kelley asked why Delaney's system is nonconforming. <br />Gappa said it does not meet the 3 foot separation rule. <br />Jabbour asked staff if Delaney could be dropped from the project. <br />Delaney asked if she would be required to pay the full cost of installing sewer if she sells her <br />home. Jabbour said that is correct. <br />Barrett said she must put her objection in writing tonight. <br />Gappa said Delaney has provided the written objection and he believes she has 30 days to file <br />a formal appeal. <br />• Gappa stated that he received one more written objection from a homeowner. <br />0 <br />Jabbour restated the City's policy on assessments. He also said that failing septic systems are <br />not allowed to exist. <br />( #1A) ADOPT ORONO ORCHARDS SEWER ASSESSMENT - RESOLUTION NO. <br />4262 <br />Kelley moved, Sansevere seconded, a motion to approve Resolution No. 4262 Adopting <br />the Orono Orchards Area Sanitary Sewer Assessment Roll. VOTE: Ayes 4, Nays 0. <br />( #1B) AWARD CONTRACT FOR ORONO ORCHARDS SEWER - RESOLUTION <br />NO. 4263 <br />Gappa said there were seven bidders on the project. Widmer, Inc., St. Bonifacius, Minnesota, <br />is the lowest bidder. <br />Sansevere moved, Flint seconded, a motion to approve Resolution No. 4263 Awarding <br />the Contract for the Installation of Sanitary Sewer Improvements in the Orono <br />Orchards Area to Widmer, Inc. in the amount of $424,713.50.
