MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, May 29, 2012 <br />7:00 o'clock p.m. <br />(9. PUBLIC HEARING — ANNUAL PUBLIC HEARING FOR NPDES PHASE H STORM <br />WATER PERMIT, Continued) <br />Struve stated the goals of the public hearing are to educate interested citizens, meet a requirement of the <br />permit, and to receive comments from the public on the Storm Water Pollution Prevention Program and to <br />provide Progress on Best Management Practices. <br />NPDES stands for National Pollutant Discharge Elimination System. There are six minimum control <br />measures, and they include: (1) public education and outreach; (2) public participation and involvement; <br />(3) illicit discharge detection and elimination; (4) construction site storm water runoff control; (5) post - <br />construction storm water management; and (6) pollution prevention and good housekeeping for municipal <br />operations. <br />The local and global impacts of storm water discharge include a decline in aquatic biodiversity, habitat <br />loss, increased flooding, aesthetics, human health, and drinking water quality decline. Typical pollutant <br />sources include residents dumping pollutants into waterways or runoff from yards:, <br />2011 MCM Achievements include public education through articles in the City's spring and fall <br />newsletters, stormwater information on website, grass and leaf disposal program, construction debris <br />collection, and erosion control inspections. There were 126 total inspections conducted in 2011, with two <br />stop work orders being issued and 12 notice of violation orders. <br />Mayor McMillan opened the public hearing at 7:53 p.m. <br />There were no public comments regarding this item. <br />Mayor McMillan closed the public hearing at 7:53 p.m. <br />The City Council took no formal action on this item. <br />MAYOR/COUNCIL REPORT <br />Printup thanked the participants in the Memorial Day Service at Union Cemetery. <br />McMillan noted on May 401 she attended a program at the Orono Schools dedicating the new nature center <br />that was approved on April 9th by the City Council. The school will be able to use the outdoor classroom <br />for their summer program. McMillan commented it is a wonderful addition to the school and provides <br />the students with opportunities to explore nature. <br />Franchot commented the new senior living center appears to be a very well done project and will not <br />negatively impact the Luce Line, which was one of the concerns of the City Council. <br />McMillan noted there will be a ribbon cutting ceremony on June 7'h for the facility. <br />Page 6 of 10 <br />C, <br />U <br />• <br />
