It is non- <br /> conforming in regard to the setbacks from the side property lines,the lake setback and the <br /> basement floor elevation. The applicants intend to remove the existing house and reconstruct <br /> an almost duplicate house under a City code provision that allows replacement of a non- <br /> conforming structure without complying with zoning ordinances other than floodplain �� <br /> regulations. The floodplain regulations require elimination of the basemer�t.
