VOTE: Ayes 5, <br />Nays 0. <br />CITY ENGINEER'S REPORT <br />5. FOREST LAKE DRIVE STORM SEWER IMPROVEMENTS <br />Kellogg stated at the October 11, 2010, City Council meeting, the Council directed Staff to investigate a <br />sedimentation problem in Lake Minnetonka adjacent to the Forest Arms Association joint dock. The <br />sedimentation issue was first brought to Staffs attention in February, 1993. The sedimentation is due to a <br />storm sewer that discharges to the lake near the joint dock. Over the years, the sediment has accumulated <br />to a point that it makes one or more of the joint dock slips inaccessible. <br />'The necessary survey work has been completed to prepare recommendations and a preliminary cost <br />estimate has been prepared to resolve the existing sedimentation issue and minimise further export of <br />sediment to the lake. The improvements include dredging the sediment and installation of two sump • <br />catch basins on Forest Lake Drive. The sump catch basins are designed to catch sediments before they <br />are discharged to the lake. The City has several of these sump catch basins installed upstream from <br />several water bodies and, if they are routinely, maintained, do a good job of removing sediments prior to <br />discharge to a lake or stream. <br />Construction of a sedimentation basin on Forest Arms Association commonly owned property was <br />initially discussed but it was discovered that the existing storm sewer at Forest Lake Drive is too deep to <br />discharge to a sedimentation basin unless it was constructed adjacent to the lake. Even then, the basin <br />would be relatively ineffective because it would not be deep enough to prevent much sediment from being <br />exported to the lake. The sedimentation basin option would have increased the cost of the project and <br />would have rendered part of the Association's property unusable. For these reasons the sump catch basin <br />is being recommended as the best and most cost effective way to solve and manage the problem. <br />The cost estimates provided in the Council packet accounts for rental of equipment and the labor provided . <br />by the public works employees. As a result, the City would not necessarily be writing a check to a <br />contractor for $20,000 and that the real outlay for this project is for the rental of equipment. <br />Kellogg noted there is an existing pipe between Forest Lake Drive and where it currently discharges, <br />which is located entirely on 4265 Forest Lake Drive. There is no evidence that the City has any type of <br />easement over that pipe at the present time and that this may be an opportunity to try address that issue. <br />Kellogg stated the Council has three options regarding the existing pipe and easement: one, they could do <br />nothing and leave the situation as is; the second option would be to put the pipe in a new location, <br />possibly on the Forest Arms Homeowners Association property; and the third option would be to talk • <br />with the property owner to see whether an easement can be acquired. The property owner has indicated a <br />willingness to work with the City and provide an easement. Kellogg stated he does not expect the <br />homeowner would have to pay the legal and engineering costs associated with acquiring a city easement. <br />Page 4 of 9 <br />
